About The Position

Support the VA for this design-bid-build project which will renovate Building 1 at the VA Gulf Coast Veterans Health Care System in Biloxi, MS.This project is in Phase 1 and will renovate portions of existing Building 1 to include alterations to exterior building envelopes, replacement of windows, doors, masonry and wood detailing repairs, structural repairs, and interior renovation of approximately 54,370 gross square feet on the 3rd through 5th floors and attic to create new treatment, administrative & support spaces. It includes replacement of HVAC, plumbing, electrical, chilled water systems, and modifications to building fire protection systems. The period of performance is 912 calendar days

Requirements

  • The CM - Mechanical Engineer (CM-ME) shall have a Bachelor’s degree in Mechanical Engineering from an accredited school of higher education. It is required that the individual have a minimum of 5 years of experience in construction. Must complete OSHA 30-Hour Safety Training (prior to start)
  • The CM-ME shall posses the knowledge of Construction Contract Documents including Front End and Technical Specifications and Drawings to readily understand and assess the requirements.
  • The CM-ME must have the skillset and a working knowledge of engineering services, building codes, budgeting and scheduling to lead to the project’s success.
  • The CM-ME must possess the skillset and competency to supervise and manage personnel of diverse skillsets.
  • The CM-ME must possess Communication, Language, and Software Skills with the ability to utilize a variety of software programs to monitor, update, and produce work products by applying knowledge of computer literacy

Responsibilities

  • Mechanical CM services shall be performed by licensed professional Mechanical engineer, licensed in any state within the United States.
  • Conduct and carry out portions of daily inspections of construction work; document discrepancies, code violations, substandard or poor-quality workmanship; monitor schedules on various aspects of ongoing daily activities to identify and recommend mitigation of project slippage and coordinate project phasing.
  • Review Contractor's submittals for technical compliance with contract requirements, and RFls and make recommendations as to acceptance, required changes, or rejection.
  • Maintain accurate, complete, and well-organized project records including but not limited to submittals, RFls, inspection and testing records, correspondence, changes, warranties, project photographs, samples, and safety observations. Inspect and verify that the contractor's as-builts are complete and accurate.
  • Conduct and/or attend weekly project meetings to monitor project status, schedule, discuss problems, and resolve issues accordingly.
  • Assist the contracting officer by participating in negotiation meetings with contractors as a technical expert providing input on technical issues, costs, quantities, markups, fees, etc.
  • Assist in the documentation of the administration of construction contract changes to address unforeseen site conditions or as requested by the SRE for changes necessary to facilitate the intent of the drawings and specifications (draft proposal request, draft cost estimates, review cost proposal, assist VA in negotiations, prepare change order packages) for the CO/SRE.
  • Perform weekly Safety Inspection and Prepare Safety Inspection Reports as part of daily log. Monitor contractor’s safety management and verify contractor compliance with their own project specific safety plan, OSHA, VA requirements.
  • Maintain list(s) of observed defects and omissions. Prepare inspection punch lists and coordinate resolutions of punch list items.
  • Available to work after normal duty hours, at nights from 5 PM to 7 AM and/or on weekends, if necessary, per the project schedule for proper oversight.
  • Review Contractor requests for payment for accuracy and acceptability; submit a written recommendation to the SRE for final approval authority of the payment. This may include recommendations for retainage
  • Prepare draft estimates for changes and review Contractor change proposals and cost breakdowns for proposed quantities of labor, equipment, and materials
  • Use Kahua to redline drawings to coincide with the Contractor’s As-built drawings and validate process is being maintained and accurate throughout the life of the project. Mark the drawings with RFIs and change orders with links to those documents
  • Assist with contract close-out activities including review, collection, and transmission of O&Ms, Warranties, As-builts, Spares, Special Tools, and Extra Materials. Develop closeout checklists and schedules.
  • Submit monthly reports indicating work completed, work in progress with estimated completion dates, work scheduled, and outstanding work
