Integrate the contractor’s Quality Control Plan (QCP) with the Government’s Quality Assurance Surveillance Plan (QASP) and the medical Continuous Quality Improvement (CQI) system to ensure services meet the Performance Work Statement (PWS). Drive corrective actions, risk reduction, and continuous improvement across operations and health services. This position is based in Israel.

Requirements

  • Demonstrated experience establishing and operating a facility QCP; leading CQI in health settings; working with COR; preparing for and passing external audits; managing incident reviews, RCA, and CAPAs.
  • Basic Life Support (BLS) certification.
  • Bachelor’s degree in a relevant discipline or Minimum three (3) years of related industry experience.
  • Sitting, standing, walking, climbing, bending/stooping, kneeling, twisting.
  • Visual acuity.
  • Minimal hearing loss.
  • Push/pull/carry minimum 50 lbs.
  • Obtain medical clearance and maintain current immunizations.
  • Must be able to relocate to Israel.
  • A valid passport is required and must be in your possession prior to relocation.
  • You must maintain a current passport during your stay in Israel.
  • Ability to obtain a USG clearance.

Responsibilities

  • Own the Quality Control Plan (QCP).
  • Establish, maintain, and evidence a QCP that ensures all PWS requirements are achieved; align with the Government’s QASP surveillance methods.
  • Implement and oversee the medical Quality Assurance/Continuous Quality Improvement program ensure audits, trending/analysis, and corrective action plans; manage incident and mortality reviews and root cause analysis (RCA).
  • Ensure conformance to NDS 2025 and ACA; maintain fire/emergency plans; promptly rectify deficiencies or submit corrective plans to the Contracting Officer’s Representative (COR).
  • Participate in inspections and respond to review findings; meet regularly with the Contracting Officer’s Representative (COR) for performance evaluations and issue resolution.
  • Coordinate with contractor, the Health Services Administrator (HSA), and the Clinical Director to ensure licensure/credentialing, screening timeliness, and emergency response practices meet the PWS and standards.
  • Ensure completion and documentation of required training, including cardiopulmonary resuscitation (CPR), automated external defibrillator (AED), emergency first aid, four‑minute emergency response, and information security requirements such as Personal Identity Verification (PIV) credentialing and annual Cybersecurity Awareness Training (CSAT).
  • Ensure immediate notification/reporting to contractor per criteria; analyze trends from incident data and drive corrective and preventive actions (CAPAs).
  • Ensure the Employee Manual includes required content (organization, job descriptions, training, conduct, safety, health, etc.) and acknowledgment documentation; provide documentation of employee review upon COR request.
  • Oversee compliance with surveillance coverage/monitoring and retention requirements (minimum 60 days; longer for evidentiary recordings not in a case file).
  • Verify emergency readiness plans and drills meet applicable standards; ensure timely corrective actions and staff readiness.
  • Provide monthly/periodic quality, incident/injury, and executive summary reports to facility leadership and the COR.
  • Complete required organizational compliance education, including assigned requirements that are client-specified, for Joint Commission Healthcare Staffing Services certification or other regulatory bodies.
  • Compliance with International SOS Government Medical Services, Inc. policies and procedures.
