About The Position

The Clinical Program Manager is responsible for planning, organizing, coordinating, and supervising administrative and clinical activities in support of the Children's Receiving Home (CRH) programs. The Clinical Program Manager must plan, prioritize, supervise, and review the work of assigned clinical staff. He/she will also establish and implement operational and/or clinical processes, methods, and procedures in support of the assigned program and to function as a proactive and positive team leader. Based upon program and agency needs, the Residential Clinical Program Manager will serve as Head of Service or back up Head of Service. In those roles, the Clinical Program Manager is responsible for the STRTP mental health program’s compliance with all applicable regulations and laws. He/she will manage the clinical and administrative components of the Residential mental health plan.

Requirements

  • A graduate degree in psychology, social work, counseling, child development, or related field is required.
  • Possession of a valid California LCSW, MFT, LPCC, or Psychology License is highly preferred.
  • Registration with the Board of Behavioral Sciences is required.
  • Two years’ experience in a clinical and/or residential setting working with children is required.
  • Two years’ experience as a supervisor is preferred.
  • Must possess a valid California Driver’s License.
  • Must be at least 21 years of age.
  • Must pass First Aid certification course before start of employment.
  • Must pass CPR within the first six weeks of employment.
  • Must pass Bloodborne Pathogens and Therapeutic Crisis Intervention (TCI) certification courses within the first three months of employment.
  • Must maintain TCI, CPR, First Aid and BBP Certification throughout employment.
  • Must complete online Mandated Reporter Training within first week of employment.

  • Knowledge of standard and acceptable clinical principles and best practice including the provision of mental health and child protection services.
  • Knowledge of Early Periodic, Screening, Diagnosis and Treatment (EPSDT) documentation, billing, and productivity requirements.
  • Expertise in assessing challenging clients, experience with assessing children and adolescents desired.
  • Knowledge of the Diagnostic and Statistical Manual of Mental Disorders (DSM-V).
  • Thorough knowledge of a variety of therapeutic interventions and models emphasizing empirically validated interventions.
  • Knowledge of the role of social service agencies, both public and private.
  • Knowledge of pertinent laws, codes, regulations, and guidelines related to the operation and delivery of a variety of client services.

Responsibilities

  • Implement clinical program consistent with the overall agency treatment philosophy and within professional perimeters for best practices.
  • Plan, organize, manage, and coordinate the operational, administrative, and clinical activities in support of the mental health and social work programs.
  • Participate in the development and implementation of the assigned program’s mission, goals, and objectives.
  • Review and evaluate operations and activities of assigned program on a continual basis.
  • Oversee and participate in treatment planning and/or case management meeting and activities.
  • Oversee, coordinate, and participate in client evaluations, program admissions, and discharge planning for the assigned program.
  • Ensure prompt and appropriate attention to crisis management issues.
  • Provide Clinical Supervision.
  • Responsible for maintaining a safe, healthy, and therapeutic environment in the residential program.
  • Ensure that each child/youth admitted to the program has a mental health assessment.
  • Ensure that each child/youth in the residential program have commonality of needs with the other children/youth in the STRTP.
  • Ensure the mental health services identified on each treatment plan are provided and appropriate to meet the individual needs of the child/youth.
  • Monitor the quality of the mental health services provided to the children/youth.
  • Make arrangements for children/youth to receive mental health services that cannot be provided by the residential program.
  • Make arrangements for special provision of mental health services to children/youth with disabilities.
  • Ensure that documentation and recordkeeping requirements are met.
  • Develop mental health staff schedules, training schedules, mental health treatment service schedules, medication schedules and any other schedules for the operation of the residential mental health program.
  • Supervise and support the clinical staff performing direct care to clients and families.
  • Assist staff with identification of individual skill or knowledge deficits and facilitate availability of learning opportunities.
  • Adhere to policies, procedures, and regulations of the Children’s Receiving Home and Mental Health contract.
  • Ensure orientation and training for new staff and subsequently ensure staff are enrolled in and/or have completed required training.
  • Oversee staff, providing necessary and appropriate counseling or disciplinary action in accordance with agency policies.
  • Oversee staff schedules ensuring overtime usage stays within budget.
  • Responsible for the collection, review, approval, and submission of direct reports’ timesheets.
  • Ensure completion and routing of all required original personnel and training forms and records to the Human Resources and Training Departments.
  • Conduct timely performance evaluations for direct reports.
  • Participate in Agency-wide quality management efforts and planning.
  • Provide leadership and support to the program planning and development functions for assigned clinical programs.
  • Act as liaison between the clinical team and other agency programs, community organization, outside resources, and existing and potential client base.
  • Attend external meetings in compliance with contract requirements and keep current with mental health department policies and procedures.
  • Prepare reports as necessary to funding agents and the Children's Receiving Home.
  • Facilitate weekly clinical team meetings and internal utilization reviews.
  • Attend external training/conferences to meet licensing requirements and keep up to date with current information and developments.
