About The Position

The Clinical Nurse Monitor position is responsible for monitoring clinical performance at the Shelby County Detention and Correctional facilities by the contracted Inmate Health Care provider in accordance with all applicable medical and mental health services standards.

Requirements

  • Three (3) years of nursing experience as a registered nurse, psychiatric nurse, or combination of both.
  • Graduate of an accredited nursing program (associate or bachelor’s degree).
  • Current nursing license, in good standing with the State Licensing Board. If not licensed in TN, a transfer application must be in process before consideration.
  • Experience working with electronic health records.
  • Must undergo and successfully pass a criminal background review.
  • Must possess a valid Tennessee driver's license or secure one by date of employment.
  • Must have daily access to an operable automobile and meet the County's automobile insurance requirements upon employment.
  • Must possess a valid, unrestricted Tennessee Registered Nurse license.
  • Must obtain National Commission on Correctional Health Care certification (CCHP) within one (1) year from employment date.
  • Must maintain all required certifications and licenses throughout employment.
  • Must be able to pass a federal background check.
  • Must be able to pass a drug test.
  • Must be able to work in a prison environment.

Nice To Haves

  • Experience in adolescent or behavioral health preferred.
  • Correctional health, quality improvement, or utilization review experience preferred.

Responsibilities

  • Monitors and evaluates programmatic and administrative contract compliance and performance of contracted healthcare provider with the assigned detention and correctional facilities. This includes compliance with staffing levels against contractual commitments, clinical performance, and conformity with standards in accordance with detention and correctional accreditation standards.
  • Monitors provider clinical performance to ensure conformity with corrections standards set by local, state, and federal laws/regulations, national accreditation bodies, and public health guidelines and practices.
  • Monitors quality improvement activities of the contracted provider to provide Inmate Health Care Services. This includes a review of contracted healthcare provider audits on a scheduled basis with input from the Inmate Health Care Compliance Team to assure adherence to methodology, randomization, accuracy of reporting, and compliance with standards.
  • Investigates clinical issues/concerns relative to inmates and informs the administration regarding concerns.
  • Evaluates and documents data for clinical services monitoring reports for the Inmate Health Care Compliance Team, each facility administrative team, and as directed.
  • Reports on data collected during quality audits at the detention and correctional facilities to the Inmate Health Care Compliance Manager.
  • Informs Inmate Health Care Compliance Administration as appropriate for the evaluation/recommendation process on contract amendments, public health, and educational concerns.
  • Informs facility administrative representatives in clinical meetings to address issues related to the provision of health services at Shelby County Detention and Correctional facilities.
  • Monitors physical and mental health assessments, MAT records, and treatment plans offered to county detention and corrections facility inmates.
  • Performs other related duties as required or directed.
