About The Position

The Climate & Environmental Impact Advisor is a key member of Save the Children Lebanon’s Beirut-based Program Development and Quality (PDQ) Team. This role provides oversight and technical guidance on three critically important cross-cutting priorities: Sector Integration: Ensuring the integration of sectors at both programme design and implementation levels. Localisation Strategy: Working closely with the Partnership & Localisation Manager to support effective implementation of the PDQ components of the localisation strategy. Emergency Preparedness: Work closely with the Director of Programme Operations and Humanitarian Operations Manager to guide technical programme components of emergency preparedness efforts and provide support to field offices as well as relationships with line ministries and other local stakeholders in emergency preparedness The role also includes a Level of Effort (LoE) dedicated to WASH, Shelter, Climate Change and Construction-related activities. The post holder will represent Save the Children in specific inter-agency and governmental forums as designated by the Deputy PDQ Director (DPDQ). This multifaceted role is integral to maintaining the quality and effectiveness of Save the Children’s programmes in Lebanon.

Requirements

  • Recommended a minimum of six years of relevant technical experience including at senior level and at least 3 years of humanitarian shelter/WASH experience
  • Demonstrated experience and understanding of climate/DRR policies and programme interventions
  • Demonstrated experience and understanding of Government of Lebanon ways of working
  • Substantial experience in emergency preparedness and response interventions including programme design and implementation including in complex emergency context
  • Proven capacity to supervise, train and coach staff
  • Proven skills and experience in undertaking assessments and designing/writing quality technical proposals in the sector
  • Proven experience in programme development, project cycle management and monitoring and evaluation related to the sector including writing up high quality project/donor reports
  • Proven experience of developing and managing high quality, innovative and cost-effective shelter projects in fragile and insecure environments, preferably in Lebanon context and with an NGOs
  • Proven experience and skills in advocacy and building work relationship with local/national governments and influencing institutional, private and/or corporate donors
  • Ability to extensively travel for project monitoring and provide on-site technical support to field teams
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
  • Strong results orientation, with the ability to challenge existing mindsetsExperience in solving complex issues through analysis, definition of a clear way forward and ensuring buy in

Responsibilities

  • Support the mainstreaming of Shelter, WASH, climate adaptation, and safe construction practices across thematic sectors (e.g., Education, Protection, Child Rights Governance), working collaboratively with Technical Advisers to ensure holistic and resilient programming.
  • Develop and lead a climate change and environmental sustainability strategy tailored to the Lebanon context, ensuring integration across all existing and future Save the Children Lebanon programmes.
  • Design and guide the integration of child- and youth-led Disaster Risk Reduction (DRR) initiatives, working closely with the CRG team to ensure child participation and accountability to affected populations.
  • Provide strategic technical inputs into Emergency Preparedness Plans (EPP) and lead the development of WASH and Shelter intervention strategies for early-phase response, ensuring they are context-specific, inclusive, and child-centered.
  • Collaborate with Programme Development and Quality (PDQ) and Operations teams to promote inclusive and locally led models that engage communities and strengthen government and civil society partnerships at all levels.
  • Ensure technical quality and relevance of WASH, Shelter, and construction interventions across humanitarian and development programming, with a strong focus on resilience, sustainability, and do-no-harm principles.
  • Identify capacity development needs of field teams and implementing partners in technical areas (WASH, Shelter, climate-resilient infrastructure), contributing to and supporting the implementation of the national capacity strengthening plan.
  • Support field teams with practical tools, coaching, and localized guidance for the implementation of technically sound, child-safe, and environmentally sustainable interventions.
  • Lead the development and continuous improvement of technical tools, standard operating procedures (SOPs), and guidance materials, ensuring contextualization and availability in Arabic to maximize local usability and ownership.
  • Ensure integration of climate risk assessments and green construction principles into programme design, monitoring, and learning.
  • Actively represent Save the Children in relevant national and sub-national coordination fora including the WASH Sector Working Group, Shelter WG, and Social Stability WG, contributing technical leadership and influencing sectoral strategies where possible.
  • Work closely with CRG and Advocacy teams to support child- and youth-led climate action and community-based initiatives, ensuring that children’s voices influence local and national policy discussions.
  • Engage with relevant governmental and municipal bodies to advocate for sustainable, child-friendly WASH and Shelter practices, contributing to policy dialogue and local planning efforts.
  • Collaborate closely with the Operations and Supply Chain teams to ensure the effective and high-quality implementation of thematic interventions.
  • Ensure adherence to Save the Children’s policies and procedures, including Child Safeguarding, Code of Conduct, health and safety, and equal opportunities.
