The Oregon Department of Environmental Quality has a full-time opportunity available for a Cleanup Program Project Technician (Natural Resource Specialist 2) in Portland, Oregon. The Oregon Department of Environmental Quality is the primary regulatory agency of the government of the U.S. State of Oregon responsible for protecting and enhancing the state's natural resources. The Regions provide the following services: compliance inspection of regulated entities; enforcement of permit requirements and administrative rules; issuance of air, water, and solid waste permits; investigation of complaints; issuance of subsurface permits; response to spills or other incidents with environmental impacts; direct contact and liaison with other governmental entities, industries, and the public; and technical assistance to regulated entities and the public. The Northwest Region Environmental Cleanup Section operates in DEQ’s Northwest Region and has responsibility to ensure that releases of hazardous substances do not endanger public health or the environment. This program is responsible for maintaining a site inventory, investigating and monitoring sites, and site cleanup and restoration. Cleanup of hazardous substances has a direct relationship with DEQ’s mission, which is to maintain, restore, and enhance, the quality of Oregon’s air, land, and water.

Requirements

  • 5 years of experience in a natural resource or environmental field.
  • Substitutions: Bachelor’s degree in physical science, environmental science, natural resources, or a closely related field may substitute for 3 of the required years of experience.
  • Master’s degree in physical science, environmental science, natural resources, or a closely related field may substitute for 4 of the required years of experience.
  • Doctorate degree in physical science, environmental science, natural resources, or a closely related field may substitute for 5 of the required years of experience.

Nice To Haves

  • Demonstrated understanding of environmental justice and the historical impacts for marginalized and underrepresented communities; ability to take personal responsibility for increasing their knowledge of environmental justice and diversity, equity, inclusion, and belonging.
  • Excellent verbal and written communication skills; ability to provide clear, concise, and compelling communication of policy and technical information tailored to the needs of diverse audiences; skill in writing and presenting clear and concise reports that include qualitative and quantitative analyses, recommendations, and conclusions to diverse audiences.
  • Experience with project coordination; experience coordinating all phases of environmental investigations and cleanups of sites contaminated with petroleum hydrocarbons or other hazardous substances.
  • Experience reviewing and interpreting environmental regulations, laws, and technical guidance.
  • Experience in providing technical assistance to industry, the public, and governmental agencies on environmental laws, procedures, and issues.
  • Proficiency in Microsoft Excel for data management and manipulation; proficiency in Google Earth and Adobe Acrobat for making site maps and assessing data.
  • Experience working in a cost recovery environment where project and administrative (non-billable) hours are closely tracked.
  • Demonstrated experience building and fostering relationships with a diverse group of partners including colleagues, interested parties, communities, organizations, and businesses.

Responsibilities

  • You will serve as a project technician on simple cleanup sites and provide technical support, which includes the development of maps, tables, and figures for evaluation of soil, groundwater, and sediment contamination to the Northwest Region Cleanup Program managers and staff.
  • You will prepare reports and documentation, as well as research, assess and discover information for cleanup projects that will advance the overall cleanup of contaminants and source control in the Columbia Slough and other sites.
