About The Position

Civilian Labor Budget Analyst to support a major U.S. Navy program. The ideal candidate will have hands-on experience with Navy ERP, strong analytical capabilities, and a solid understanding of Navy financial management processes. This role provides an opportunity to directly support Navy leadership in planning, executing, and managing civilian labor execution reconciliations across the fiscal cycle.

Requirements

  • Bachelor’s degree in Finance, Accounting, Business, Economics, or related field.
  • 5+ years of experience in financial management, budget analysis, or related discipline.
  • Demonstrated experience with Navy ERP, particularly in labor, cost management, or financial reporting modules.
  • Strong understanding of DoD and Navy budget processes, including planning, programming, budgeting, and execution (PPBE).
  • Strong understanding of the Civilian Labor execution process.
  • Experience with Labor reporting in NERP and ADVANA
  • Strong collaboration skills working across technical and functional teams.
  • Proficiency in Microsoft Excel and other analytical tools.
  • Excellent communication skills with the ability to present complex financial data clearly and concisely.
  • Candidates must have the above clearance level and, at a minimum, be able to maintain this clearance during their employment with Montcure.

Nice To Haves

  • Experience supporting Navy SYSCOMs, Warfare Centers, or Fleet organizations.
  • Familiarity with civilian manpower systems, labor cost modeling, or workforce planning.
  • Prior experience in a DOW environment supporting federal financial management.
  • Active DoD security clearance.

Responsibilities

  • Develop, analyze, and maintain civilian labor budgets, forecasts, and execution plans in alignment with Navy financial policies and timelines.
  • Utilize Navy ERP to extract, validate, reconcile, and report financial data related to civilian labor requirements.
  • Prepare and deliver execution reports, variance analyses, and data calls for government stakeholders.
  • Monitor labor execution trends and provide recommendations to government leads to ensure accurate and timely financial performance.
  • Support Program Objective Memorandum (POM), Budget Estimate Submission (BES), and Execution Review processes.
  • Assist in developing process improvements, standard operating procedures, and documentation to enhance financial accuracy and transparency.
  • Participate in meetings, briefings, and working groups, providing subject matter expertise on civilian labor financial management.
