About The Position

The Budget Financial Manager provides direct support to the Assistant Secretary of the Navy (Financial Management & Comptroller) (ASN (FM&C)) in the planning, programming, budgeting, and execution of Navy resources. This role supports Secretariat-level budget formulation and execution for assigned Programs, Projects, and Program Elements (PEs), with a strong emphasis on Navy ERP, funds execution, and senior-level financial reporting.

Requirements

  • Active SECRET security clearance.
  • Bachelor’s degree in Finance, Accounting, Business, or related field (Master’s preferred).
  • Minimum 5 years of relevant Navy financial management experience (support to similar Secretariat, SYSCOM, or HQ commands considered).
  • Strong working knowledge of the PPBE process, budget execution, and Navy appropriations.
  • High level of proficiency with Navy ERP, particularly preparation and processing of funding documents.
  • Demonstrated experience tracking commitments, obligations, expenditures, MIPRs, and purchase requests.
  • Advanced Microsoft Excel skills; ability to develop and maintain complex financial spreadsheets.
  • Ability to prepare clear, concise financial briefings and presentations for senior leadership.

Nice To Haves

  • 9+ years of Navy or DoD financial management and budget experience.
  • Detailed understanding of execution across multiple appropriations, including: Operations & Maintenance, Navy (OM&N) Other Procurement, Navy (OPN) Research, Development, Test & Evaluation (RDT&E) Experience with government financial management systems, including: Navy ERP G-Invoicing SNaP-IT PBIS
  • Strong proficiency in Microsoft PowerPoint and Word; familiarity with MS Project.
  • Experience using data visualization or process-mapping tools (e.g., Visio, Access).
  • Certified Defense Financial Manager (CDFM) certification (preferred).

Responsibilities

  • Support all phases of the Planning, Programming, Budgeting, and Execution (PPBE) process for assigned programs, projects, and PEs.
  • Assist with budget formulation, submission, justification, and reprogramming actions.
  • Review and analyze Navy appropriation, authorization, and budget documentation to support rapid responses to fiscal or programmatic changes.
  • Prepare, consolidate, and coordinate issue papers, budget exhibits, and briefing materials for staff and senior leadership.
  • Support mid-year reviews, quarterly execution reviews, and formal program financial reviews.
  • Track and analyze funds execution for assigned PEs, including allocations, sub-allocations, commitments, obligations, and expenditures.
  • Monitor progress toward Navy execution benchmarks and identify execution risks.
  • Provide financial status assessments and execution forecasts to inform leadership decision-making.
  • Support reconciliation of financial transactions and resolution of execution discrepancies.
  • Maintain proficiency in fiscal law, appropriations rules, and DoD Financial Management Regulation (DoD FMR) requirements.
  • Prepare and process funding execution documents in Navy ERP, including commitments, obligations, and adjustments.
  • Assemble and enter contract, program, and cost estimate data required to support funding document approval.
  • Maintain and support Navy ERP structures, including Work Breakdown Structures (WBS), project structures, and cost planning.
  • Prepare detailed and summary monthly execution reports using data extracted from Navy ERP and related systems.
  • Support financial transactions across interfacing systems, including G-Invoicing, SNaP-IT, and PBIS.
  • Develop recurring and ad hoc reports, Advana Jupiter, data visualizations, and briefing materials for senior leadership.
  • Assist with tabulation, graphical analysis, and presentation of execution data.
  • Coordinate with government stakeholders to identify and resolve programmatic or financial execution issues impacting budget performance.
