About The Position

We are seeking a proactive and experienced Civil Engineering Programmer to support the 96 Civil Engineer Group at Eglin AFB. The successful candidate will be responsible for the full lifecycle of project programming, from initial concept to execution. This role involves developing and managing a portfolio of civil engineering projects, defining project tasks, estimating resources, and identifying project scope to meet critical mission needs. This is a key role in planning and securing funding for future construction, repair, and sustainment projects. Requirements

  • Proven experience in project management and/or project programming in a civil engineering or construction environment.
  • Strong understanding of civil engineering principles, with experience related to HVAC systems, building systems, and general infrastructure.
  • Familiarity with military (preferably Air Force) project programming and financial processes, including MILCON.
  • Experience conducting economic analyses and developing courses of action for complex engineering projects.
  • Excellent written and verbal communication skills, with the ability to effectively collaborate with diverse teams of customers, engineers, and project managers.
  • Demonstrated ability to manage multiple projects simultaneously and prioritize tasks effectively.
  • Experience in preparing and submitting project documentation and ensuring environmental compliance.

  • Bachelor's degree in Civil Engineering, Construction Management, or a related field is highly desirable.

Responsibilities

  • Develop, manage, and program a variety of civil engineering projects, including infrastructure upgrades, facility renovations, and demolition.
  • Conduct weekly meetings with project management teams and stakeholders to define project requirements and develop execution strategies.
  • Perform comprehensive site visits to assess project needs, meet with facility managers, and program projects for execution.
  • Lead the analysis of project options, including repair vs. MILCON replacement, lease vs. purchase, and phased construction, to determine the most cost-effective and beneficial solutions.
  • Prepare and process project documentation, including Project Approval Memos (PAMs), service requests, and environmental forms (e.g., AF Form 813).
  • Collaborate with various base organizations, including the Cyberspace Test Group and Range Group, to coordinate project requirements, validate priorities, and ensure support for future fiscal year projects.
  • Manage and update project financials, including cost element codes and economic analyses, to support project funding and execution.
  • Maintain project execution trackers and provide regular status updates on project progress.
  • Ensure compliance with environmental regulations by coordinating with the environmental office on EIAP details and submitting necessary documentation.
  • Stay current with industry best practices and organizational procedures by attending relevant training and webinars.
