About The Position

Thurston County Public Works is recruiting for a Civil Engineer in our Water Resources Division to join our dynamic, energetic, and innovative team. This team consists of professional staff who provide planning, development review, and engineering support for the County’s stormwater utility. Essential functions may include, but are not limited to, the following: Reviews land development proposals submitted to the County for compliance with applicable design standards, manuals, and other rules and regulations. Reviews projects that include detailed calculations and computer models for roadway geometrics, hydrology and hydraulics, grading plans, utility plans, and Environmental Impact Statements or other documents. Approves plan changes. Provides oversight and serves as a technical support for other engineering support staff. Instructs the support staff regarding construction and any project modifications, and resolves conflicts with contractors, as necessary. Performs complex site inspections for properties under development to verifying design and checking the surrounding area for impacts. Responds to public requests for information and/or assistance regarding engineering projects. Makes field visits, serves as a technical resource, and works with citizens to formulate solutions as necessary.

Requirements

  • Bachelor's degree in Civil Engineering or closely related field.
  • Four (4) years of progressively responsible experience in civil engineering.
  • Any equivalent combination of experience and education which provides the applicant with the desired skills, knowledge, and ability to successfully perform the essential job functions may be considered.
  • Possession of Engineer in Training (EIT) Certification. (Note: no substitution will be allowed for the EIT Certification requirement.)
  • Washington State Driver's License.
  • Ability to use computers and related software for construction, design, and other civil engineering work.

Nice To Haves

  • Knowledge in Autodesk Civil 3D, WWHM, and Autodesk SSA, or other related engineering design/modeling software.
  • Ability to apply judgment and discretion in resolving problems and interpreting policies and regulations.
  • Ability to perform technical research work and complex technical computations to provide reliable advice on difficult engineering problems.
  • Ability to establish and maintain effective working relationships with other staff, contractors, engineering firms, the general public, and representatives of other agencies.
  • Ability to communicate effectively, both orally and in writing and to make effective public presentations of technical, complex, and often controversial information.
  • Ability to work independently and make appropriate decisions regarding work methods.
