About The Position

Civil Construction Specialist: Transmission Construction – Substation Services Southern Company/Georgia Power Job Title: Transmission Specialist Job Summary The Civil Construction Specialist provides technical and administrative support to the Substation Services Department for site development activities associated with transmission substations and related infrastructure. This position assists the Department Manager and Construction Field Managers with planning, coordination, and management of heavy civil site development projects including construction surveying and layout, clearing, mass grading, erosion control, oil containment, horizontal and vertical foundation construction, curb and gutter, sidewalk paving/repair, asphalt and concrete construction, retaining walls, storm drainage, sanitary sewer, and water line installation. The Construction Specialist plays a key role in pre-construction planning, contractor and vendor selection, contract administration, construction administration, and oversight of the NPDES Construction Stormwater Monitoring Program. The position ensures adherence to design specifications, safety standards, regulatory compliance, and project schedules while maintaining strong communication and collaboration with internal teams and external partners. This role offers opportunities for remote work and requires frequent travel throughout the State of Georgia, including overnight stays. The Construction Specialist must report weekly to the main office in Forest Park, Georgia. The standard work schedule consists of four 10-hour days, Monday through Thursday.

Requirements

  • Bachelor’s degree or higher from an accredited institution in Civil Engineering, Civil Engineering Technology, Construction Management, or a closely related discipline.
  • Minimum 5 years of experience in heavy civil fixed-site development (substation, industrial, commercial, or utility infrastructure experience preferred).
  • NPDES / GASWCC (Blue Card or higher) certification required, or ability to obtain certification within the first six (6) weeks of employment.
  • NPDES / GASWCC Level 1B or higher certification (required or obtainable within 6 weeks).
  • Valid driver’s license and ability to travel extensively throughout Georgia (required).
  • Strong knowledge of heavy civil construction means, methods, and materials.
  • Familiarity with Georgia Erosion and Sedimentation Control Standards and NPDES stormwater compliance requirements.
  • Comprehensive knowledge of construction accounting procedures, procurement protocols, and contract management.
  • Proficient in reading and interpreting civil engineering drawings, specifications, and technical documents.
  • Demonstrated ability to manage multiple projects simultaneously and meet deadlines.
  • Excellent organizational, analytical, and problem-solving skills.
  • Strong communication and interpersonal skills for effective coordination with project teams, contractors, and regulatory agencies.
  • Ability to work independently, make sound decisions, and respond quickly to field and customer needs.
  • Commitment to safety, quality, and continuous improvement.

Nice To Haves

  • OSHA 10 or 30-Hour Construction Safety certification (preferred).
  • Construction management credentials and certifications (preferred).
  • Current First Aid/CPR certification (preferred).

Responsibilities

  • Support the Department Manager and Construction Field Managers in planning and managing site development and construction surveying activities for transmission substation projects.
  • Plan, schedule, coordinate, and help manage construction activities including grading, drainage, erosion control, foundations, paving, and utility installation.
  • Assist with pre-construction planning, competitive bidding, contract negotiation, and vendor selection.
  • Assist manager with recruitment, hiring, and vetting of construction vendors.
  • Administer contracts and ensure compliance with specifications, schedules, and budgets.
  • Manage and monitor the NPDES Construction Stormwater Monitoring Program and ensure compliance with company, state and federal environmental regulations.
  • Review project designs, drawings, and specifications for constructability and accuracy.
  • Coordinate with internal teams including supervisors, field managers, engineers, inspectors, and project management to ensure project alignment.
  • Track project progress, prepare reports, and assist in resolving field issues or technical challenges.
  • Ensure adherence to company safety policies and regulatory requirements on all job sites.
  • Maintain accurate records of project activities, materials, and costs.
  • Utilize department and company software platforms, tools, file management and sharing protocols.
  • Provide responsive and high-quality customer service to internal and external stakeholders.
  • Travel frequently throughout Georgia and attend weekly meetings at the Forest Park office.
  • Ability to work at the Forest Park office daily as needed to perform job duties.
  • Must be available to work assigned storm duty, which could include evenings, weekends, holidays, and overnight travel
