About The Position

The City Manager oversees the day-to-day operations of the City of Greeley and leads all short-term and long-term planning, and creates and implements the city's vision and culture. The City Manager works closely with all city departments, city officials, community organizations and residents to manage policies, create new public programs, maintain the city budget and advise the City Council. The City Manager reports to and serves as a critical partner to the Mayor and City Council. The position also directly oversees several senior leaders within the City.

Requirements

  • Bachelor’s degree in Business, Public Administration, or a related field
  • Twelve (12) years of progressive experience in the management of a government or public-sector organization, or in an organization that works closely with municipal, county, state or federal programs/offices.
  • OR Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job, AND
  • Possession of a valid driver’s license.
  • Comprehensive understanding of leadership principles to guide diverse teams and departments, with the ability to inspire, mentor, and motivate staff.
  • Expertise in developing and executing long-term strategic plans aligned with city goals and analyzing complex information for informed decision-making.
  • Deep knowledge of budgeting, financial planning, and fiscal management within municipal contexts, leveraging financial resources to optimize city operations.
  • Experience in collaborating with local, state, and federal government entities, and navigating legislative and regulatory environments effectively.
  • Strong grasp of public administration theories and practices, with proficiency in policy analysis and implementation for community welfare.
  • Excellent verbal and written communication skills for engaging with the public, media, and stakeholders, and handling public relations crises.
  • Skills in mediating disputes, fostering consensus, and proven track record in conflict resolution strategies and negotiation tactics.
  • Ability to cultivate relationships with community leaders, businesses, and citizens, and designing community participation initiatives.
  • Commitment to transparency, accountability, integrity in municipal operations, and fostering a culture of trust and ethical governance.
  • Talent for developing creative solutions to complex challenges and applying innovative technologies to enhance city services and infrastructure.
  • Authentic love of community service and connection to employees and community members.

Nice To Haves

  • Master’s degree preferred
  • Fifteen (15) or more years of relevant experience
  • Prior experience in an executive level role within municipal government
  • Experience leading a city or county in Colorado and familiarity with Colorado’s Tabor laws

Responsibilities

  • Manages the overall operation of the City.
  • Envisions future growth and innovation.
  • Designs, plans, and coordinates major projects; administers and directs City Council support, legislation, organizational development, and intergovernmental activities and negotiations; resolves complex internal problems.
  • Works directly with City Council, staff, community members and organizations to resolve concerns of Council members or citizens.
  • Works on major issues and projects having political significance or high sensitivity in the community.
  • Reviews proposed state and federal legislation and legislative impact reports prepared by staff.
  • Plans, coordinates, and ensures quality control of information presented to City Council at formal and informal Council meetings.
  • Ensures that the decisions of City Council at meetings are disseminated to the appropriate City employees or operations.
  • Represents the City in meetings with professional organizations, other public agencies, and the general public.
  • Analyzes problems, identifies alternative solutions, projects consequences of proposed actions, and implements recommendations in support of goals.
  • Develops and implements rules, regulations, goals, objectives, policies, and procedures to advance the City’s mission, goals, and values.
  • Builds a culture of compliance and safety.
  • Identifies and develops courses of action to respond to a wide variety of organizational needs.
  • Directs staff in conducting extensive research on public policy topics.
  • Oversees the preparation of reports and recommendations to Council.
  • Represents the City in policy-making capacity with staff and outside organizations; report the City’s positions on issues and develop joint efforts on projects/issues when appropriate.
  • Collaborates with, directs and evaluates department heads on matters of staffing, organization, budgeting, and other matters of administration.
  • Assists in the preparation of the City’s annual budget and capital improvements program.
  • Supervises, participates in, or conducts the collection, examination, analysis, and compilation of a wide range of reports and studies.
  • Analyzes departmental organization and operating practices and directs improvements where warranted.
  • Meets and confers with community groups and individuals to explain various City programs, functions, policies, and procedures.
  • Plans and coordinates participation by the City in federally funded and/or state funded programs.
  • Establishes and maintains effective working relationships with other governmental entities and officials.
  • Assigns and oversees special management projects.
  • Oversees the preparation and coordination of agendas and reports for regular and special City Council meetings.
  • Evaluates service costs and makes related recommendations.
  • Identifies and recommends improvements in divisional and departmental operations to ensure assigned functions are efficient and cost effective.
