About The Position

Vineyard City is one of Utah's fastest-growing communities, located along the shores of Utah Lake in the heart of Utah County. The City is committed to responsible growth, transparent governance, and high-quality public service for its residents. The City Manager serves as the chief administrative officer of Vineyard City and is responsible for planning, directing, organizing, and managing the overall administrative operations of the City. This role ensures the efficient and effective implementation of policies established by the governing body. Working under the direction of the City Council, the City Manager provides executive leadership, oversees departmental operations, and ensures the delivery of high-quality municipal services.

Requirements

  • Master's degree in Public Administration, Business Administration, or related field
  • Five (5) years of progressively responsible experience in municipal management OR an equivalent combination of education and experience
  • Strong knowledge of municipal management, budgeting, and public administration practices
  • Understanding of local government laws, regulations, and revenue sources
  • Proven leadership, organizational, and decision-making abilities
  • Strong communication, negotiation, and interpersonal skills
  • Ability to analyze complex financial and operational issues
  • Ability to build and maintain effective relationships with elected officials, staff, and the public
  • Must be bondable
  • Position is appointed at-will in accordance with Utah Code

Responsibilities

  • Manage day-to-day operations and internal affairs of the City
  • Develop and implement policies, procedures, and processes
  • Conduct research and advise the governing body on policy, operational, and political matters
  • Recommend executive and legislative actions
  • Conduct internal reviews and investigations to ensure operational integrity
  • Serve as chief administrative officer overseeing all City departments
  • Establish departmental goals, priorities, and performance standards
  • Serve as final hiring authority and oversee recruitment and personnel decisions
  • Supervise administrative staff and evaluate performance
  • Promote collaboration across departments
  • Direct preparation and administration of the City's budget
  • Submit budget and capital improvement plans to the Mayor and City Council
  • Monitor financial performance and ensure compliance with approved budgets
  • Ensure timely audits and financial transparency
  • Lead citywide strategic planning efforts and implementation initiatives
  • Facilitate community engagement through surveys and communication
  • Monitor progress and effectiveness of programs and initiatives
  • Coordinate policy and operational changes with department leadership
  • Attend and participate in City Council meetings and prepare council materials
  • Advise elected officials, boards, and commissions
  • Provide policy recommendations and alternatives
  • Represent the City in public, intergovernmental, and media settings
  • Build and maintain relationships with local, state, and federal agencies
  • Participate in intergovernmental collaborations and partnerships
  • Oversee public relations and respond to media inquiries
  • Mediate disputes and resolve complaints involving employees or departments
