About The Position

The City of Elk River is looking to find its next City Clerk. This position carries out the statutory functions of the position of City Clerk and oversees the administration of elections and municipal licensing. This position also manages the Administration and Communications Divisions through supervision of employees, delivery of assigned services, and coordination with other city departments. Qualified candidates will have a minimum of 5 years of work experience and 2 years post secondary or 7 years work experience; 3 years supervisory experience is required, valid driver's license and good driving record. A Certified Clerk certificate or the ability to obtain one is also required. Manages the Administration and Communications Divisions through supervision of employees, delivery of assigned services, and coordination with other city departments. Essential Functions Performs administrative duties. Serves as Appointed City Clerk to the City Council. Responsible for the proper recording of all meetings and official proceedings. Responsible for the timely and proper preparation of agenda materials, minutes, resolutions and ordinances, execution of contracts, and codification of ordinances. Researches issues of interest and prepares reports and recommendations. Administers oaths, certifies legal documents, and maintains custody of City Seal. Responsible for the distribution and publishing of public notices and ordinances as required by law. Presents information to the City Council. Oversees advisory board functions. Recruits candidates for City Council appointment to boards and commissions. Prepares letters of acceptance or rejection and collects feedback through surveys. Provides board/commission orientation and training. Tracks board/commission history. Communicates with staff liaisons. Ensures compliance with state statutes. Ensures bylaws are reviewed and updated annually. Prepares board/commission and Council calendars. Manages the issuance of city licenses, including liquor, tobacco, massage, gambling, and other regulatory licenses in accordance with laws and regulations. Coordinates with the police department for license violations and issues. Monitors legislative enactments pertaining to departmental activities and implements changes required in response. Appointed as Data Practices Compliance Official to ensure compliance with Minnesota Government Data Practices Act, and state and city record retention policies. Serves as primary contact and resource to city staff. Develops, presents, and administers the Administration, Communications, Elections, and Council budgets. 2. Supervises department staff. Delegates work assignments, prepares work schedules, and organizes workloads. Provides guidance. Trains, develops, and motivates staff. Evaluates employees’ performance on a formal and informal basis and creates job performance improvement plans as appropriate. Performs timely annual performance review of all employees supervised. 3. Manages the elections process. Follows local, state, and national election laws. Coordinates elections with Sherburne County as required. Manages the hiring and training of election judges. Responds to public inquiries. Manages the purchase of election equipment and supplies. Recommends and establishes revisions to precinct boundaries and selects and secures polling sites. Anticipates long-range needs and organizational requirements of election process. Monitors procedures during the election process including diagnostic testing and programming revisions for operation of voting equipment. Manages absentee and early voting processes. Administers candidate filings and campaign financial reporting. Compiles results and summary reports; conducts recounts. 4. Performs communication activities. Collaborates with the city administrator for development of the city communications program and plans that promote the vision, goals, and positive image of the city. Serves as the city representative on the Sherburne/Wright County Cable Commission. Manages the city’s social media presence and website. Manages the creation of marketing materials and communications content. Works with other teams to develop and execute marketing campaigns. Manages internal communications, ensuring consistent messaging and alignment with the city mission. Tracks and analyzes the performance of communication strategies and initiatives. 5. Performs other essential job duties. Regular and timely work attendance. Follows all safety procedures and participates in safety training. Required Knowledge, Skills, and Abilities Knowledge of election laws and procedures. Knowledge of Minnesota Records Retention Law, Open Meeting Law, and Government Data Practices Act requirements. Requirements

  • Five years of progressively responsible related work experience.
  • Three years of supervisory experience.
  • Completion of post-secondary program in a related field OR an additional two years of related work experience.
  • Certified Clerk through the Minnesota Municipal Clerks Institute or ability to obtain certification within three years if hired.
  • Valid driver’s license and good driving record.
  • Knowledge of election laws and procedures.
  • Knowledge of Minnesota Records Retention Law, Open Meeting Law, and Government Data Practices Act requirements.
  • Ability to analyze, interpret, and apply or enforce the city code and relevant statutory and regulatory requirements.
