About The Position

The Cabinet for Health and Family Services (CHFS) is one of the largest agencies in Kentucky state government, with nearly 6,500 full- and part-time employees located across the Commonwealth focused on improving the lives and health of Kentuckians. The Office of Inspector General (OIG) performs many varied functions for the Cabinet for Health and Family Services. OIG has six Divisions, Division of Regulated Child Care, Division of Health Care, Certificate of Need, KY Health Information Exchange, Division of Telehealth and Division of Audits and Investigations. These Divisions cover a wide variety of job tasks and duties in varied settings throughout Kentucky, which include inspecting and licensing childcare and healthcare facilities and services, and conducting investigations of complaints in those facilities, as well as conducting Medicaid fraud and other types of complaints and investigations for the Cabinet. The Division of Regulated Child Care (DRCC) is responsible for licensing and certification of child-care providers, as well as residential child caring facilities and child placing agencies. DRCC also investigates complaints against these facilities, ensuring that proper regulatory action is in place. This Division plays an intricate part in the health, safety, and welfare of Kentucky's children. This position provides assistance to the public regarding allegations of regulatory violations identified in a registered/certified child-care home, licensed center, residential treatment programs including institutions, group homes, and crisis stabilization. Guides casework and acts as liaison for the public and Child Care services. Specializes in providing oversight of the public complaint process. This position reports to an office in Frankfort (Franklin Co) KY.

Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Must have three years of professional public relations or public service experience. One year of the required experience must be in a human services field or program.
Substitute EDUCATION for EXPERIENCE: Master's degree in social work, sociology, psychology, nursing, public administration, health or related field supplemented by two years of professional public relations, or public service experience (one of which must have been in a human services field or program) will substitute for the required experience.
Substitute EXPERIENCE for EDUCATION: Professional experience in directly administering employment and training programs, unemployment insurance, social services, social insurance or health services programs will substitute for the required education on a year-for-year basis.

Responsibilities

Provides a public service by receiving, screening, processing, and triaging reports received of regulatory violations often involving abuse and neglect including death, of children receiving care in a licensed, certified, and/or registered center, residential facility including institutions, group homes, and treatment facilities, private foster and adoptive agencies.
Conducts investigations including priority three audits for residential treatment, institutions, group homes and private adoptive/foster care and accident reports for child-care. Assists in conducting investigations and audits for licensed, certified, and/or registered center, residential facility including institutions, group homes, and treatment facilities, private foster & adoptive agencies.
Draws concise conclusions based on research prior to processing including complaint history, background checks through KARES, ECE-TRIS systems and the Child Care Assistance Program. Refer matters to investigation to Division of Audits and Investigation.
Monitor surveyors in the timely submission of investigations, reviewing documentation to ensure the outcome of the investigation is classified appropriately with the proper citation noted within the statement of deficiency based on state and federal regulatory requirements, and reported directly to the manager of the Branch.
Provides specialized skills and knowledge of the federal and state regulatory requirements for the Division as an integral part of the Divisions success through review and processing of complaints, assigning to staff, entering information into the database, as reflected in ten different regulatory sets and statutes. Proficient in at least ten different systems.
