About The Position

Bring your expertise in data architecture, management, and governance to help Washington health and human services organizations share information more effectively, creating a more connected system of care. In this role, you'll bring people together, from state partners to health and social service providers, to design and improve how care coordination data is exchanged. Your work will support collaboration, innovation, and better outcomes for the individuals and families we serve. This program is on the leading edge of national efforts for Community Information Exchange (CIE) and will make it easier for Washingtonians to navigate and access community-based services. All HCA employees will apply an equity lens to their work, which may include but is not limited to all analyses of core business and processes. About the division Located within the Enterprise Technology Services (ETS) division, this position supports the CIE Program at HCA, a program established in support of Washington's current Medicaid Section 1115 Waiver, known as the Medicaid Transformation Project 2.0 (MTP 2.0). The CIE Program is designed to improve the coordination and delivery of health-related social needs (HRSN) services (nutrition, housing, transportation, etc.) to meet the immediate and long-term needs of delivering community-based services to Apple Health clients. The CIE Program will implement state-supported CIE technology (e.g., care management, resource directory, closed-loop referral) and integrate or aggregate data from existing CIE investments into a statewide data system. About the position: This position provides technical leadership for the Statewide CIE, overseeing the development and implementation of standards and technology for HRSN data exchange, as well as ongoing monitoring and governance. This position plays a key role in ensuring that HRSN data exchange effectively supports care coordination, while maintaining the privacy and integrity of client information. The role collaborates with business and technical leaders across HCA, state agencies, health and social service providers, and vendors to ensure interoperability. In particular, this role collaborates with and directs the work of the CIE Lead Organization (LO) vendor team that will implement the Statewide CIE. Reporting to the CIE Program Manager, the role also coordinates closely with architecture and technology staff across Washington's IT ecosystem, including the State Enterprise Architect, HHS Coalition Architecture Review Board, and other architecture teams. This position is eligible to telework full-time but is occasionally required to travel or report on-site to meet business need. The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework.

Requirements

  • (Concurrent) At least three (3) years of experience leading or managing cross-functional data teams or complex projects in the public sector, healthcare, or government technology domains, with a focus on IT data infrastructure, system design, or enterprise-wide implementations.
  • (Concurrent) Five (5) years progressive IT professional experience in data governance, IT data management, or application development with an emphasis on data integration.
  • (Concurrent) Familiarity with data architecture and management methodologies.

Nice To Haves

  • Familiarity with healthcare IT governance, standards, and frameworks (e.g., HL7, FHIR, HIPAA compliance).
  • Experience with vendor or contract management.
  • Experience with Washington State IT data policies and standards.

Responsibilities

  • Ensure the program's data strategy aligns with its overall business goals, technology landscape, and architecture.
  • Collaborate with program leadership and the CIE community to establish data governance framework, processes, and standards to support exchange of HRSN data that consider regulatory requirements for consent, privacy, and security.
  • Provide technical leadership and architectural guidance to ensure the performance, scalability, and interoperability of the Statewide CIE, including compliance with state and federal regulations and standards (e.g., HIPAA, FHIR, HL7).
  • Direct and oversee CIE vendor technical data teams and provide oversight for the short-term and long-term development, implementation, and ongoing maintenance of the Statewide CIE.
  • Work with system architects to ensure efficient data pipelines and integrations, optimizing workflows between Statewide CIE and external systems.
  • Review business intelligence and analytics work products from the CIE LO vendor for accuracy and alignment with program goals.
