About The Position

Purpose and Impact: The MID CI Analyst will support the Defense Counterintelligence and Security Agency (DCSA) Office of Entity Vetting (EV). CI performs an essential function for the related processes above through its Threat Integration Branch (TIB), which provides timely, relevant, and actionable threat reports that allow EV decision-makers to determine what actions are prudent in a particular case. CI supports the DCSA mission to protect classified and sensitive information and materials in the hands of industry by ensuring compliance with Code of Federal Regulations (CFR) 32, Part 117 (National Industrial Security Program Operating Manual (NISPOM)), Executive Order 12829 as amended, Department of Defense Instruction (DoDI) 5220.32, Volumes 1 and 2 DoDI 5205.85 and Public Law 116-92, Section 847. EV consists of highly qualified security, intelligence, and business professionals making up the Verification and Triage Unit (VTU), Due Diligence Unit (DDU), and Risk Management Unit (RMU). VTU is responsible for the review and triage of companies for business or foreign ownership, control, or influence (FOCI) risk indicators. In addition, VTU adjudicates companies’ eligibility, and continued eligibility for an FCL. DDU conducts business and security-related research and analysis of companies to inform decision makers of risks impacting initial and continued entity eligibility. RMU evaluates relevant analytic products to develop effective risk management strategies addressing risks impacting eligibility of a company. In addition, RMU negotiates and implements required strategies with industry, and provides oversight support to other government stakeholders and DCSA field assets. Work Schedule: Monday – Friday, 8hr days, typical 8am-4pm (not accounting for lunch breaks) but may be some daily schedule flexibility with approval from team lead/PM (within typical building access hours of 6am to 6pm)

Requirements

  • Bachelor’s degree in an area related to the labor category
  • Minimum 8 years’ experience applying data analysis, trend analysis and problem-solving techniques.
  • Contractor must be knowledgeable of data manipulation within databases and Microsoft software packages.
  • Minimum 8 years’ experience in Ability to identify trends, patterns, anomalies, and recommend solutions.
  • Minimum 8 years’ experience in Ability and skill in communicating intelligence information verbally and in writing.
  • Minimum 8 years’ experience with data systems such as: NISS, DISS, NCCS, AMPS WebFLIS, and ACCESS or other security and supply-related data systems.
  • Minimum 8 years’ experience in conducting strategic communications with key stakeholders, including preparing written reports, leading conferences, and giving briefings.
  • Minimum 8 years’ experience in conducting research effectively and efficiently at classified and unclassified levels (i.e. SharePoint, Microsoft Office Tools, etc.)
  • Clearance Required: TS/SCI

Nice To Haves

  • Completion of CI or all-source related course, experience with OSINT, risk assessment, organizational vetting

Responsibilities

  • Produces IC-coordinated all-source intelligence analytic products on foreign intelligence entities capabilities, intentions, willingness, and opportunities to threaten U.S. Department of Defense (DoD) personnel, resources, activities, and interests worldwide.
  • Analysis is comprised of regional and functional CI topics, including foreign intelligence threats to Defense Critical Infrastructure Program (DCIP) and DoD supply chains and emerging technologies, and threats from foreign intelligence technical equipment to the DoD.
  • Provides analytic support to senior officials, collectors, and operators throughout the DoD, IC, and law enforcement agencies/organizations and for DCSA’s CI programs, functions, and mission activities.
