About The Position

T and T Consulting Services, Inc. (T&T) is seeking a visionary Chief Solution Architect (CSA) to drive enterprise architecture, innovation, and digital modernization across our federal and commercial programs. Reporting directly to the CIO/CTO, the CSA will serve as the principal architect and technical strategist guiding T&T’s modernization, product development, technical solutioning, and digital engagement initiatives. This leader will oversee the Tech Council, Innovation Lab, Product Development, and Digital Engagement (UI/UX) functions, ensuring all technology efforts are unified under an enterprise strategy that balances innovation, compliance, and scalability. They will also work closely with corporate cybersecurity staff in ensuring corporate assets and designed, or procured, with the latest compliant security architectures and configurations.

Requirements

  • Master’s degree or higher in Computer Science, Information Systems, or a closely related technical field.
  • Minimum 15 years of progressive experience in IT architecture, engineering, or technical leadership, including enterprise modernization or digital transformation in federal environments.
  • Demonstrated success leading large-scale architecture initiatives across multi-cloud, DevSecOps, and data modernization domains.
  • Strong understanding of AI/ML, data platforms, and automation frameworks.
  • Excellent executive communication and client advisory skills.

Nice To Haves

  • Experience supporting federal agencies such as NOAA, NIH, DoD, or other civilian science missions.
  • Experience leading innovation programs or product development teams.
  • Certifications such as AWS Certified Solutions Architect (Professional), TOGAF, or PMP are highly desirable.

Responsibilities

  • Lead end-to-end solution architecture for priority pursuits, including IDIQs, task orders, recompetes, and strategic captures.
  • Design integrated technical solutions spanning cloud, data, AI/ML, cybersecurity, DevSecOps, application modernization, low-code platforms, and managed services.
  • Define and evangelize responsible AI frameworks aligned with federal guidance such as NIST AI RMF, OMB memos, and agency-specific AI strategies
  • Ensure solutions are compliant with federal requirements (e.g., security, Section 508, FedRAMP, CMMC, FISMA) while remaining innovative and practical.
  • Serve as the senior technical authority during solution reviews, Pink/Red Teams, and customer-facing technical discussions.
  • Actively support new or evolving corporate product and service offerings and help mature them from concept to revenue-generating capability
  • Partner with Capture Managers and BD to shape solutions early, influencing win strategy, discriminators, and technical positioning.
  • Lead or contribute to technical volumes, architecture diagrams, and executive-level solution narratives.
  • Translate ambiguous or incomplete requirements into clear, defensible technical approaches.
  • Support orals, technical demos, and customer Q&A as a confident, credible technical spokesperson.
  • Engage pre-capture and early capture to help define pursuit scope, teaming strategy, and identify technical proposals and existing contracts to build the proposal from
  • Research customer pain points, OIG findings, and agency modernization gaps to define solution-driven discriminators, especially in AI and cloud solutioning
  • Lead technical solution discussions with PMs, technical SMEs, and contracting agencies to influence requirements before RFP release
  • Act as the technical integrator across Delivery, Program Management, Security, and Engineering to ensure proposed solutions are executable and aligned with operational realities.
  • Leverage internal SMEs, Innovation Lab capabilities, and partner technologies without overengineering or unnecessary complexity.
  • Work closely with the CIO/CTO to align external solutions with internal technical standards, without owning internal IT decisions.
  • Partner with Project Managers to help identify and incorporate AI-driven operational efficiencies such as automated reporting, predictive risk indicators, and intelligent service management for existing contract work Innovation & Differentiation
  • Identify and integrate emerging technologies where they create measurable value for customer missions.
  • Balance innovation with risk management, proposing practical workarounds rather than shutting down ideas due to compliance concerns.
  • Contribute to solution frameworks, reference architectures, and reusable assets to improve speed and consistency across pursuits.
  • Serve as a corporate resource to help teams contract teams and technical SMEs evaluate emerging technologies through a cost, compliance, and mission impact lens
  • Shape and curate strategic technology partnerships that enhance capabilities with government, industry, and subcontract partners.
  • Support technical relationship-building that strengthens teaming, credibility, and long-term growth.
  • Represent the company at industry days, technical interchange meetings, and solution workshops as needed.
  • Support contact recompetes by identifying technology refresh strategies and modernized technologies/processes that demonstrate continuous improvement and increased contract value.
