About The Position

SUMMARY: The Chief Operating Officer (COO) is responsible for enterprise-wide EMS operations, ensuring high-quality service delivery, clinical compliance, and operational efficiency. This role ensures high-quality service delivery, clinical and regulatory compliance, and operational efficiency by translating organizational strategy into executable plans and measurable outcomes. SPECIAL NOTE: This job has been designated as a Safety Sensitive Position by Harris County ESD #11 Mobile Health Care. Public safety, as well as the safety of Harris County ESD #11 Mobile Health Care employees, requires that the employee in this position be able to always perform all essential functions at the highest levels. Therefore, this position is subject to frequent drug testing and requires reporting of all employee use of High-Risk Medications identified by Harris County ESD #11 Mobile Health Care and certification from the employee’s physician that such medications can be safely used while working. Because Harris County ESD #11 Mobile Health Care ’s ability to deliver emergency medical response depends on having a workforce that can be reliably scheduled, this job also requires regular and reliable attendance. This is a high-stress job that requires focus, engagement, and high performance in traumatic, physically demanding, emotionally charged, and life-threatening situations. The position involves exposure to serious and graphic injury to adults and children, including death and dismemberment. A high level of physical, mental, and emotional health is an essential requirement.

Requirements

  • Master’s degree in EMS Management, Public Safety Administration, Healthcare Administration, or a related field required; equivalent years of experience may be considered in lieu of education.
  • Minimum of five (5) years of progressive leadership experience in EMS, public safety, healthcare operations, or a related environment.
  • Completion of a qualified Paramedic program with current certification or licensure in the State of Texas.
  • In-depth knowledge of EMS systems, including system design, organizational structure, resource management, service delivery, finance, and planning.
  • Demonstrated experience with dynamic resource management, deployment optimization, and demand-based system design.
  • Proficiency with LOGIS CAD, Operative IQ, and advanced operational reporting tools.
  • Advanced proficiency in Microsoft Excel and data-driven operational analysis.
  • FACPE certification required or ability to obtain within one (1) year of hire.
  • Proven executive leadership capability, including coaching senior leaders, driving organizational performance, and executing strategy.
  • Demonstrated experience in program budgeting and fiscal management.
  • Proven track record leading direct-service organizations with complex program portfolios, including the ability to leverage cross-program strengths and manage large-scale initiatives.
  • Thorough understanding of dynamic deployment models, shift scheduling, unit hour utilization, and call demand analysis.
  • Analytical and decisive leader with the ability to prioritize, make sound decisions, and clearly communicate operational objectives and expectations.
  • Demonstrated experience leading organizational transformation initiatives and program development efforts.
  • Strong written and verbal communication skills, including the ability to present effectively to executive leadership, boards, and external stakeholders.
  • Demonstrates integrity, professionalism, humility, and accountability; mission-driven and self-directed.
  • Action-oriented, adaptable, and innovative approach to operational leadership.
  • Must not have been excluded by the Office of Inspector General (OIG) from participation in federally funded healthcare programs.

Responsibilities

  • Serves as the organization’s senior operational leader, accountable for execution of HCESD11’s strategic plan, operational performance, and service delivery.
  • Partners with the Chief Executive Officer (CEO) and Executive Team to evaluate organizational performance against the annual operating budget, strategic objectives, and long-term growth plans.
  • Develops and implements operational strategies, metrics, and reporting systems that provide actionable insights to the CEO and Board of Directors.
  • Leads enterprise-level operational planning, ensuring alignment between strategy, budget, staffing, and service demand.
  • Directs Communications Center operations as a mission-critical function, accountable for staffing adequacy, scheduling integrity, response reliability, and performance outcomes
  • Owns system deployment strategy, including call volume analysis, system demand forecasting, growth modeling, unit posting decisions, and response optimization.
  • Uses operational data and analytics as a management tool, requiring continuous performance review, corrective action, and system improvement.
  • Establishes and ensures positive working relationships with fire, police, hospitals, physicians, nursing homes, any other healthcare providers as well as regulatory entities.
  • Manages and safeguards organizational credibility with funders and partners, ensuring operational performance supports continued and expanded funding.
  • Identifies, escalates, and mitigates operational risk, including patient safety, workforce performance, regulatory exposure, and system failure.
  • Owns execution and tracking of the strategic plan, including reporting progress, identifying barriers, and driving corrective action.
  • Leads system readiness planning for disasters, large-scale incidents, and regional mutual aid operations.
  • Serves as a key operational liaison to the Board of Directors, partner agencies, and external stakeholders.
  • Exercises authority to restructure operations, reassign leadership, or recommend separation when performance or conduct undermines organizational standards.
  • Ensures compliance with all local, state, and federal employment laws, healthcare regulations, and agency policies.
