About The Position

Reporting to the agency’s CEO, the Chief Operating Officer (COO) is a key member of the Senior Executive Leadership Team and is responsible for the administrative and operational functions of the organization. The COO will lead cross-functional teams focused on strategic initiatives and oversee day-to-day operations across a variety of functional areas to ensure excellence in service delivery, financial stewardship, and regulatory compliance in alignment with the organization’s mission to provide transformative behavioral health services. The COO will translate organizational objectives into specific departmental goals and action plans and partner with the CEO and the Senior Executive Leadership Team to develop and manage a $50M+ budget, ensuring efficient resource allocation and cost-effectiveness.

Requirements

  • 10+ years of senior-level operational leadership experience in behavioral health care settings
  • Proven track record managing large-scale budgets and multi-site operations in a mission-driven environment
  • Strong understanding of regulatory requirements, Medicaid/Medicare, managed care, and grant-funded service models
  • Deep project management experience with the ability to effectively manage several large projects simultaneously.
  • Demonstrated success in leading accreditation efforts and achieving accreditation for behavioral health programs (through JCAHO and/or CARF)
  • Exceptional leadership, organizational, and interpersonal skills
  • Demonstrated ability to lead through change and drive operational excellence
  • Master’s degree in healthcare administration, Business, Public Health, or a related field required
  • Ability to produce, disseminate, explain and implement organizational-wide policies and procedures.
  • Must be able to meet and receive a criminal records clearance, as required by Title XXII, other licensing regulations, and Caminar practices.
  • This position may require limited, occasional, or frequent driving. If required, a valid California driver license, a reliable personal vehicle, and current personal auto insurance is required by law. In addition, an MVR sufficient to obtain and maintain insurability under agency auto liability policies are all essential job requirements.
  • Must be able to pass post offer, pre-employment medical and drug tests as required under State Community Care Licensing regulations and/or agency policies.
  • If applicable, a personal cell phone with reliable service and a data plan to use for business purposes.
  • May be required to obtain and maintain First Aid and CPR certification.

Responsibilities

  • Oversee operations of all sites and facilities within the organization through a compliance and continuous quality improvement framework
  • Achieve and maintain compliance with all federal, state, and local regulations for all sites, programs, services, and operations including regulations and policies pertaining to HIPAA, accreditation organizations (e.g., Joint Commission and/or CARF), all public and private funders, and charitable fundraising registration in California and other states as required.
  • Plan for and execute facility changes and enhancements, establishing new service vendors and accounts and supporting teams in space planning and move management. In the event of facility relocation or close-out, ensure timely cancellation or relocation of services. Collaborate with IT on the safe handling of assets and lead cross-functional activities needed for the timely close-out of vacated facilities.
  • Prepare for site certifications and licensing activities in anticipation of new programs and services and/or facility relocation. Support the certification and credentialing activities by ensuring the timely renewal of business certifications, site use/occupancy certificates, current fire inspection certificates and certificates of insurance, and various corporate documents.
  • Oversee the Fleet Program including vehicle tracking, maintenance, accident, and insurance claim management. Procure or lease vehicles under approved Program budgets, and in compliance with agency policies.
  • Oversee agency risk management activities:
  • Conduct periodic organizational risk assessments across all functional areas (including services and programs) and implement and manage initiatives related to strengthening compliance and reducing risk.
  • Ensure robust compliance with all healthcare quality standards and regulations, creating a safe and high-performing environment for clients and staff.
  • Manage annual Property/Casualty insurance policy renewal and claims management
  • Oversee all activities comprising an agency-wide safety program for ensuring the safety of employees and clients. Closely partner with program and service teams to implement processes and procedures related to site safety and ensuring the safety of program participants and clients. Partner with Human Resources, IT, and Operations to implement and evolve safety-related processes and procedures across the agency. Partner closely with Marketing & Communications to develop strategy and implement internal communications, ensure proper crises, media messaging and communication protocols to internal and external stakeholders are followed.
  • Liaise with privacy attorneys and general counsel to protect agency assets and prevent reputational harm
  • Revise and implement Crisis Management/Restoration of Operations Policies, Procedures and Test Scenarios
  • Lead all Quality Assurance and Process Improvement activities to advance a culture of clinical quality and ensure effective, impactful services for all clients and program participants
  • Partner with the Senior Director of Operations and Compliance to lead an organization-wide compliance program focused on optimizing service delivery. Drive operational excellence and efficiency across all clinical and administrative functions within Caminar’s programs to ensure positive outcomes for clients and participants.
  • Cultivate strong relationships with program and service leaders and clinicians, promoting cross functional efforts to optimize patient care pathways and experiences.
  • Accreditation: Achieve and maintain accreditation of Caminar’s programs and services through relevant organizations (Joint Commission and CARF). Facilitate the adoption of accreditation standards and activities across the agency and work with departments to hardwire accreditation standards into ongoing operations (for service delivery and agency administration).
  • Utilize data, KPIs, and other management tools to ensure that best practices for process improvement and measurement drive efficient and effective operations across the organization. Ensure that all operational resources of the agency focus on optimal service delivery.
  • Direct People and Culture (HR) functions
  • In conjunction with the Head of People and Culture, develop a comprehensive people asset development strategy rooted in organizational development efforts.
  • Provide direction and oversight of the HR department, ensuring that strategies, policies and practices align with organizational goals to strengthen recruitment, retention, staff engagement and compliance.
  • Partner with HR leadership to implement workforce planning and succession planning, DEI initiatives, performance management systems, compensation and benefits strategies and professional development efforts.
  • Oversee the agency Information Technology (IT) and Electronic Health Record (EHR) departments
  • Oversee the IT department in the provision, operation and maintenance of computing and telecommunication services that meet the needs of all employees.
  • In partnership with the Senior Director of IT, continuously explore ways to leverage new technology and tools to reduce costs, maximize employee efficiency, protect data, and ensure compliance with privacy standards and requirements.
  • Partner with the Senior Director of IT and the EHR team to oversee changes and capitalize on opportunities to enhance E.H.R. technology in support of changes to service billing and reporting requirements.
  • Ensure the agency has a current Technology Plan and Disaster Recovery Plan in place that supports and safeguards the agency’s systems, assets, staff, and clients.
