The Oklahoma Medical Marijuana Authority (OMMA) is seeking a full-time Chief of Staff. This position is exempt from the provisions of the Civil Service and Human Capital Modernization Act, located in Oklahoma City, OK. The annual salary for this position is based on education and experience. Position Summary The Chief of Staff is a high-level executive who serves as a key advisor to the Executive Director of the Oklahoma Medical Marijuana Authority (OMMA). This role is responsible for managing the day-to-day operations of external-facing operations, overseeing strategic initiatives, and ensuring effective communication and collaboration across different departments to achieve goals related to external outreach. The Chief of Staff plays a crucial role in decision-making, policy development and implementation, and acts as a liaison between the executive team and the external stakeholders. This role is perfect for a strategic thinker who doesn’t let details slip through the cracks and is capable of working independently in a fast-paced, constantly changing environment.

Requirements

  • Education and Experience requirements at this level consist of a bachelor’s degree plus six (6) years of relevant professional experience, including three (3) years in a supervisory or administrative capacity, or an equivalent combination of education and experience, substituting one additional year of education (master’s degree or doctorate) for one year of experience.
  • NOTE: A maximum of two (2) years of education can be substituted for the three (3) years relevant professional experience.
  • NOTE: No substitution will be allowed for the required professional experience in a supervisory or administrative capacity.
  • Knowledge of advanced business planning; regulatory issues; the state budget process; the state administrative process; the legislative process; effective leadership techniques and strategies; new and changing technologies, business practices and concepts, change management; quality management; and programs and services provided by the agency.
  • Skill in oral and written communication; analysis; critical thinking, decision making; attention to detail; problem solving; establishing and maintaining effective relationships internally and externally; maintaining awareness of changing technologies, programmatic changes, and business practices and concepts; and demonstrating business acumen.
  • Ability to clearly communicate and process ideas while directing others in executing such ideas into operational steps; lead and manage a multi-disciplinary team; complete all tasks and responsibilities of a supervisor; apply data analysis and performance metrics to organizational problems; diagnose problems and foresee potential issues; analyze complex problems and make recommendations for resolution; understand the overall purpose and function of the agency and assigned department(s), division(s), or similar business unit(s); and provide on-going leadership.

Nice To Haves

  • Experience working in public policy, government affairs, and/or crisis/strategic communications roles and demonstrated experience leading high-functioning teams are preferred.

Responsibilities

  • Advises the Executive Director on the day-to-day operations of the agency including current problems, issues, or other important concerns regarding external stakeholders.
  • Participates in legislative, administrative, and fiscal functions of the agency, requiring knowledge and understanding of the processes.
  • Responds to inquiries referred to the Executive Director’s office concerning issues related to various programs administered by the agency by gathering and analyzing pertinent data, interviewing individuals, and consulting with executive leadership and program staff.
  • Directs, coordinates, or participates in special assignments and projects.
  • Directs or assists in the planning, developing, and implementing policies, practices, and procedures for agency programs and functions to ensure consistent application agency-wide.
  • Directs and participates in agency projects, studies of needs, and other similar agency initiatives to determine the agency’s short- and long-term goals, quality of agency programs, or delivered services by gathering, reviewing, and analyzing data, consulting with program administrators, agency partners and stakeholders, and other appropriate entities.
  • Promotes collaboration and communication across the agency to strengthen organizational effectiveness.
  • Reviews existing and proposed policies and legislation to determine effective and efficient implementation.
  • Serves as a member of the agency’s executive team.
  • Represents the Executive Director in any forum deemed appropriate.
  • Other duties as assigned.
