About The Position

AGS is looking for a Chief of Security to work in El Paso, TX. The Chief of Security (COS) will be dedicated to the management of all aspects of security functions and ensures the flow of operations between all contractor-staffed positions of the contract. The COS assumes all duties and authority of the PM in his/her absence.

Requirements

  • Bachelor’s degree from an accredited university or college in a related field such as Law Enforcement or Criminal Justice; or Business. The degree requirement may be satisfied by completion of a career development program that includes work-related experience, training, or college credits at a level of achievement equivalent to the bachelor’s degree.
  • Must have strong leadership ability, sound judgment, and effective administrative ability.
  • Must have strong analytical skills for resolving complex cross functional problems.
  • Must have strong math and MS-Excel skills to track costs and expenditures against budget.
  • Must have understanding of time management methods to enable satisfying multiple competing objectives.
  • Minimum of four (4) years’ experience as a detention operations supervisor or combination of a bachelor’s degree and detention operations supervisory experience totaling 6 years.
  • Shall possess in depth knowledge of ICE/ERO detention program objectives, policies, procedures, and requirements for managing a secure detention facility.
  • Shall have in depth working knowledge of ICE National Detention Standards.
  • Must demonstrate excellent verbal and written communications skills with all levels of management and interfaces with ICE Personnel.
  • Ability to prepare management, business, technical, and personnel reports, reviews and documents for internal and external use.
  • Able to pass the ICE National Agency Check, Person of Public Trust.
  • Must be a United States citizen.

Responsibilities

  • Providing direct supervision to the contract Captains and Lieutenants and monitoring their performance against performance objectives.
  • Directing work in a manner that ensures ICE National Detention Standards (NDS) standards are met in every aspect of contractor services.
  • Ensuring detention and transportation activities are being executed timely and in accordance with all policies and procedures.
  • Provides direct leadership engagement for facility disturbances or other serious events.
  • Ensuring all required equipment is in working condition and is receiving required maintenance.
  • Makes recommendations on capital investment planning, e.g. vehicles, ballistic vests.
  • Performs as the facility safety manager and ensures implementation of the Site Safety Plan.
  • Providing a point of contact coordination with the Government and execution of ICE directives.
  • Ensuring continual contractor self-assessment, correction, and improvement of performance.
  • Confirming that the contractor is in compliance with the staffing plan.
  • Participates in hiring events to interview and select new hire candidates for the respective transportation and detention functions.
  • Participates in staff disciplinary reviews and makes recommendations on corrective actions, including terminations.
  • Participates in or leads investigations regarding employee misconduct.
  • Ensuring effective working relationships with the prime contractor, ICE/ERO, other facility subcontractors/vendors, local law enforcement and emergency services, El Paso Airport administrators, hospital administration for hospitals where we operate, and the public.
  • Regularly walks the facility and attends shift briefings to provide leadership visibility.
