About The Position

This position manages the Engineering Division, Engineers and Operations staff to support Columbus Water Works (CWW) contract administration and construction management for facilities and equipment. This role holds EPD authority, has responsibility to perform technical work, review plans, write specifications, prepare and review reports, etc. for various projects ensuring CWW engineering standards are met.  This position has responsibility for a sizable budget ($7M/ year of capital projects and "in house" projects) such as water distribution and wastewater collections systems, water/wastewater treatment facilities, rehab projects, utility relocations, system capacity analysis, and hydraulic modeling and is a key individual helping to inform short- and medium-term planning for the engineering group.

Requirements

  • Bachelor’s degree in engineering (civil, environmental, or mechanical) from accredited university with 5+ years of progressive experience required.
  • Georgia Professional Engineer’s (PE) Registration required.
  • Must have or be able to obtain the appropriate Georgia Soil and Water Conservation certification in Erosion and Sediment Control within 6 months of being in this role.
  • Thorough knowledge of civil engineering principles and practices as they apply to the water works industry.
  • Ability to comprehend complex technical issues and apply necessary resources and/or recommendations providing sound solutions.
  • Excellent oral and written communications skills, ability to explain difficult technical information and data in non- technical terms.
  • Ability to represent the division and build rapport in meetings with general public, agencies, contractors and other governmental entities.

  • The Engineering Department must always have an active professional, either on staff or through a defined consulting agreement, who holds a Professional Engineering (PE) Registration to act with Delegated Authority in compliance with Georgia EPD.

Responsibilities

  • Resolves permit submissions and compliance issues with regulatory agencies.
  • Responds to challenging requests for technical assistance that require engineering approval.
  • Provides oversight for public water and sewer infrastructure installation by local development community (average value $5M/year).
  • Performs engineering work and manages various “in-house” design projects (average construction value $2M/year).
  • Responsible for expansions to collections and distributions systems for multiple locations.
  • Leads and manages contract modifications to the Fort Benning contract.
  • Proactively identifies and plans operational needs for Columbus Water Works (CWW) Engineering.
  • Provides leadership in developing and overseeing the professional growth, career development, and license progression of internal CWW engineering team members.
  • Develops process improvement and quality management approaches to apply to operations within CWW Engineering. Implements, executes, and monitors for effectiveness.
  • Develops methods to meet engineering and operational objectives working with CWW employees and community to adopt standards and procedures.
  • May present information to leadership and BOD.
  • Strong collaboration with a various group of individuals including various departments and employees within CWW, community leaders, consulting firms, contractors, vendors, developers, and customers to foster and enhance public recognition.
  • Focuses on building a culture with staff to ensure a high-performance, customer service-oriented work environment that supports achieving CWW’s mission, vision, and strategies.
  • Promotes a positive employee experience. This includes establishing clear expectations, providing timely coaching and other types of feedback, and providing training needed for skills to grow.
  • Key participant in monthly and annual planning process.
  • Ensures all safety rules and regulations are observed by managers and staff.
  • May assume management and oversight responsibilities for other departments, as delegated.
  • Performs other duties as assigned.
