As the Chief Nursing officer, you'll provide compassionate, evidence-based nursing care while working collaboratively with our multidisciplinary treatment team. The Chief Nursing Officer provides the leadership and strategic planning of the nursing and clinical services of the hospital. As a member of the Senior Management Team, this position ensures the development, implementation and evaluation of policies, programs and services consistent with the facility's goals and objectives and actively participates in a leadership role by consulting facility management in designing and providing total patient care and services. Responsibilities include the overall administrative processes and management systems for all clinical services offered at the facility, promotion and maintenance of a therapeutic environment and development and implementation of clinical treatment programs.

Requirements

  • Bachelor’s degree from an accredited school of nursing
  • master’s degree in psychiatric nursing or related field Required.
  • Minimum of five (5) years of nursing leadership preferred.
  • Nursing administration and / or dedicated leadership experience in psychiatric nursing.
  • Need thorough knowledge of Joint Commission, Medicare, OSHA regulations and all other state and federal regulatory standards preferred.
  • Active and unrestricted Register Nurse license within the State of Texas or active non-restrictive compact Register Nurse license.
  • Must be able to obtain CPR and Handle with Care Certification within 1 week of date of hire.

Responsibilities

  • Development of patient care programs, policies, and procedures that describe how patients’ needs for nursing care, treatment, and services are assessed, evaluated, and met.
  • Development and implementation of the plans for providing nursing care, treatment, and services including determination of the types and numbers of nursing personnel necessary to provide nursing care.
  • Development of a patient focused, team-oriented culture, working in conjunction with all other medical, clinical and therapeutic disciplines to ensure optimal service and superior outcomes.
  • Development and implementation of programs enhancing a culture of safety and accountability related to all aspects of patient care.
  • Supervision and coordination of nursing personnel and the delivery of nursing care on a 24-hour basis through ADONs and House Supervisors.
  • Active participation as a member of the hospital’s Governing Body, Quality Council, Med Exec, Infection Control, Education, Ethics Committees.
  • Implementation of effective, ongoing programs to measure, assess, and improve nursing care, treatment, and services delivered to patients.
  • Integration of complex data to formulate decisions, develop programs and plans that optimize health, promote wellness, manage illness, and prevent complications or secondary disabilities.
  • Implementation of Joint Commission, CMS, and State hospital standards and, in particular, the integration of rehabilitation nursing into these standards.
  • Collaboration with nursing peers, the interdisciplinary team and others who influence healthcare.
  • Creation of an environment and culture that enables the hospital to fulfill its mission by meeting or exceeding its goals, conveying the hospital mission to all staff, holding staff accountable for performance, motivating staff to improve performance and being responsible for the measurement, assessment and continuous improvement of the department.
  • Provide services to current referral sources to assure their satisfaction and continued associations.
  • Allocate and coordinate program resources for marketing and referral development activities.
  • Provide education, support and recognition to staff participating in referral development activities.
  • Collaborate with the Director of Business Development to develop, implement and monitor a target marketing plan for the program.
  • Provide for guest relations and ensure the appearance of the facility and manner in which program staff communicate with patients, families, referral sources and fellow staff is effective and professional.
  • Ensure the implementation of an ongoing system of program orientation for patients, families, professionals and others.
  • Maintain an awareness of community and market-related activities which includes knowledge of the activities of other providers, needs of local payers and the political climate related to mental health.
  • Evaluate Program Managers and House Supervisors regarding personnel performance and assist them in counseling nursing personnel to help them meet the prescribed goals of performance.
  • Maintain and allocate a well-qualified core of staff resources.
  • Assure that hiring, disciplinary actions and termination procedures are conducted in accordance with hospital policies.
  • Involve appropriate facility management in all decisions and review these decisions with CEO prior to implementation.
  • Assure adequate supervision and evaluation processes for all staff members and delegate these responsibilities as appropriate.
  • Assure adequate orientation for new employees, attending physicians/licensed practitioners and Allied Health Professionals.
  • Provide for educational needs and professional development of staff.
  • Ensure that the staff schedule and configuration will meet the needs and demands of the patient population and census and adjust it accordingly.
  • Ensure an adequate system of communication and reporting is maintained between all staff members, as well as other departments involved in the ongoing operation of the program.
  • Create a structure that best meets the needs of the organization, particularly department organization related to supervision and assignment of staff.
  • Routinely review job assignments and utilization of staff.
  • Ensure that a system is developed to provide continuity of care and communication with family and appropriate referral sources, and ensure the system is evaluated and reviewed regularly.
  • Evaluate the achievement of program goals and objectives with appropriate staff on a regular basis.
  • Ensure the program meets Joint Commission, Medicare and state and federal regulatory requirements.
  • Develop and implement a Performance Improvement Plan, evaluate the results monthly and report the results to the Corporate Performance Improvement Committee in a timely manner.
  • Ensure that all deficiencies identified through the Performance Improvement analysis are addressed with appropriate problem-solving actions.
  • Review all risk management occurrences and ensure that complete and timely reports are submitted to Risk Management.
  • Analyze statistical data of the program to determine and respond to trends.
  • Provides an adequate staffing pattern to meet patient needs, based on patient census and as determined by the patient acuity system.
  • Implement methods to effectively control and reduce the need to use agency personnel. Continually evaluate the activities, morale and interpersonal relationships of all Nursing services staff members and promotes methods to improve in these areas.
  • Consistently select personnel for transfer, promotion and special training to ensure the most effective utilization of individual skills and employee development.
  • Develop and maintain leadership capabilities of Program Managers and other Nursing Services supervisory personnel.
  • Ensure that correct job descriptions which delineate the function, responsibilities and desired qualifications for each position exist for each member/classification of the nursing services department and are available to nursing services personnel at the time of hiring. Review and revise as necessary.
  • Serve on facility committees as assigned.
  • Accept responsibility for professional growth and development of all staff supervised.
  • Demonstrate a professional attitude and supports the objectives of the facility's marketing and guest relations philosophy through internal and external communications and interactions with all levels of staff, patients, family members, guests, community and referral sources.
  • Adhere to facility, department, corporate, personnel and standard policies and procedures.
  • Attend all mandatory facility in-services and staff development activities as scheduled.
  • Adhere to facility standards concerning conduct, dress, attendance and punctuality.
  • Support facility-wide quality/performance improvement goals and objectives.
  • Maintain confidentiality of facility employees and patient information
  • Develops and maintains a method of identifying and recording known or suspected infections in patients and employees.
  • Carries out periodic inspections to ensure that procedures for the control of infections are being followed correctly.
  • Collects and maintains statistical data of value in the identification and control of infections.
  • Maintains close liaison with the public health service and local physicians to identify patients with infections that become apparent after discharge from the hospital.
  • Prepare monthly reports to the Infection Control Committee that includes data on infection rates by nursing unit and type of infection.
  • Reports unusual clusters or outbreaks of infection to the Committee and conducts investigations as appropriate.
  • Monitors employee illnesses and reports number and type to the Infection Control Committee.
  • Help to control the spread of infection in accordance with infection control policies and procedures by ascertaining the nature of the infection and the steps to be followed and judges their degree of implementation.
  • Identify the needs for intervention in the care of patients and employees with infections and contacts the appropriate individuals when necessary
  • Assists with the development of education program pertaining to infection control within the hospital.
  • Participates in infection control education of all employees including classes in infection control practices and employee health.
  • Acts as consultant in infection control for the Nursing Department assisting with assessing patient infection control problems, planning and evaluating the care of the patient, and making recommendations for home care on discharge.
  • Assist hospital departments in developing and implementing infection control policies and procedures.
  • Assists the ongoing review of antibiotic usage as needed.
