The Office of the New York City Comptroller serves as the City’s chief fiscal steward, responsible for auditing City agencies, managing pension funds, overseeing contracts, and advancing policy solutions that promote equity, transparency, and effective government. Under Comptroller Mark Levine’s leadership, the Office is focused on strengthening public systems, improving affordability, and delivering effective and equitable outcomes for all New Yorkers. The Bureau of Public Policy and Organizing advises the Comptroller on public policy issues confronting New York City to build a more just, equitable, and resilient City. Based on the team’s policy analysis, original research, strategic organizing, and engagement of New Yorkers, the Bureau of Public Policy and Organizing develops innovative and data-driven public policy ideas, provides the public with the information needed for transparency on services and operations to make government work better, and organizes initiatives that reflect community voices. The Policy and Organizing team works closely in partnership with other bureaus to advise and support the Comptroller’s office in fulfilling its core duties and responsibilities. The Chief Housing Officer (CHO) will advance the Comptroller’s agenda, policy and oversight work aimed at solutions for the acute housing crisis in NYC. The CHO will lead the office’s work related to housing development and preservation, tenant protections, and land-use. This role will require a strong understanding of housing finance, housing legislation, and permitting and regulatory structures at the federal, state, and local level. This role will use data-driven oversight and policy development to address long-standing urban challenges while advancing an affordability and pro-housing agenda. The Chief Housing Officer will be a member of the leadership team and will work closely with colleagues across the Comptroller’s Office including the bureau of assets management, audit, budget, legal, and oversight teams to conduct original research, develop, advise senior staff, and engage and mobilize external stakeholders in support of pro-housing and tenant protection initiatives across the five boroughs.
