About The Position

The Chief Financial Officer is primarily responsible for the planning, implementation and managing all finance activities of the City. Performs a variety of complex supervisory, professional, administrative and technical accounting and finance functions in maintaining the fiscal records and systems of the City. Provides leadership, direction and management to the Finance and Transit departments. Provides recommendations to the City Manager and leadership team regarding finance related areas.

Requirements

Requires a Master’s degree or equivalent with coursework in accounting, finance, business or public administration or a closely related field.
Seven (7) years of related work experience in progressively responsible municipal finance work or a related field; or any equivalent combination of education and experience, equivalency to be determined by the City.
A valid state driver’s license.
Considerable knowledge of modern governmental accounting theory, Government Accounting Standards Board (GASB), generally accepted accounting principles (GAAP), and best practices for government accounting.
Considerable knowledge of internal control procedures and management information systems
Considerable knowledge of office automation and computerized financial applications
Considerable knowledge of public finance and fiscal planning
Considerable knowledge of payroll functions and related employment laws.
Working knowledge of budgetary, accounting and reporting systems (Incode).
Skill in operating the listed tools and equipment.
Ability to prepare and analyze complex financial reports.
Ability to maintain efficient and effective financial systems and procedures.
Ability to effectively supervise staff.
Ability to establish and maintain effective working relationships with employees, city officials and the public.
Ability to communicate effectively verbally and in writing.
Must be bondable.
Ability to understand and manage high-profile, sensitive or controversial political situations.

Nice To Haves

Certified Public Accountant is preferred.
Certified Government Financial Officer is preferred.
Bilingual: Spanish and English preferred.

Responsibilities

Serves as Chief Financial Advisor to the City Manager.
Manages and supervises assigned operations to achieve goals within available resources; plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed.
Directs the creation and assists in the implementation of the City budget.
Provides leadership and direction in the development of short and long-range plans; gathers, interprets, and prepares data for studies, reports, and recommendations; coordinates department activities with other departments and agencies as needed.
Provides fiscal advice to department heads and supervisors; makes presentations to supervisors, boards, commissions, civic groups and the general public.
Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; prepares annual budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
Responsible for Fixed Asset Inventory and disposing of city assets when appropriate.
Ensures compliance with the City’s purchase policy including the administration of the City’s P-Card program.
Maintains the City’s automated payroll system.
Facilitates annual financial audit.
Determines work procedures, prepares work schedules, and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations.
Issues written and oral instructions; assigns duties and examines work for exactness, neatness, and conformance to policies and procedures.
Maintains harmony among workers and resolves grievances; performs or assists subordinates in performing duties; adjusts errors and complaints.
Prepares a variety of studies, reports, and related information for decision-making purposes.
Establishes and maintains internal control procedures and assures that state and national standard accounting procedures are maintained.
Supervises the collection of taxes, fees, and other receipts in accordance with laws and regulations.
Maintains financial records.
Develops financial studies and plans.
Forecasts, estimates, and monitors the financial condition of the City to assure the fiscal well-being of the City.
Prepares financial reports for the City and Economic Development Corporation.
Directs the preparation of State and Federal reports, including tax reports.
Trains and develops staff.
Oversees payroll and accounts payable, accounts receivable, and billings.
Oversees the investment of City funds.
Prepares Transit monthly billings to be submitted for reimbursement.
Assist with financial grant management.
Attend budget and financial meetings with outside agencies related to the Transit department.
This position is responsible for the management of the Short-Term Rental license registration portal and website.
Serves as the City Liaison to the EDC and provides oversight to the Executive Director as deemed appropriate by the City Manager.
Oversees the City Transit Department through the Transit Director.
Serves as a trustee to the City 457 (b) supplemental retirement program for the City and is a member of the investment committee.
Develops finance-related ordinances and resolutions.
Represents the City at various conferences and meetings.
Serves as a project manager on City projects as assigned.
Performs other related duties as assigned.
This position has been assigned to an executive leadership team that will meet regularly with the Executive Director of Visit SPI to ensure continuity related to financial policies, procedures, and guidelines.
Responsible for the City of South Padre Island Purchasing Policies.
Prepares the budget for the Finance Department and assist, monitors and creates the overall budget for the City under the direction of the City Manager.
Prepares the City’s Comprehensive Annual Financial Report.
Assists with the Travel, Training and Client Entertainment Policy.
Update and monitor the City’s Fee Ordinance.
Maintain the City’s Investment Policy.
Administer the City’s Fiscal and Budgetary Policy.
Manage the City’s Fixed Asset Policy.
This position prepares and presents the annual TIRZ report for the TIRZ Board, City Council and Cameron County and files it with the State Comptroller.
This position will work with the Director of Operations to perform random audits related to special event funding and in-house related marketing expenditures.
Works alongside the Human Resources Director to prepare the annual personnel budget.
Oversees the timely reporting and financial payment processes related to all city benefit plans including TMRS, John Hancock 457 plan, major medical and supplemental plans.
