About The Position

Fermilab’s Finance & Procurement Division seeks a Chief Financial Officer (CFO) . The Chief Financial Officer (CFO) is responsible for ensuring the Laboratory’s long-term financial strategy supports its mission, goals and objectives including budget development and execution, along with relevant business-operations and efficiencies, work authorization systems, innovative collaboration, contract and compliance related matters, the acquisition of all goods and services required by the Laboratory, and the identification and mitigation of associated risks. The CFO provides professional advice and support to the Laboratory through the development, promulgation, and consistent application of financial policies and practices in compliance with the Prime Contract and in accordance with applicable laws, regulations, and Department of Energy (DOE) requirements.

Requirements

  • Bachelor’s degree and 10+ years of experience commensurate with the scope of this position.
  • Maintain a high level of diplomacy and discretion dealing with internal and external stakeholders.
  • Expertise in budget development and execution, business-operations and efficiencies, work authorization systems, risk mitigation, contract and compliance, the acquisition of goods and services, and operations in a government contractor environment.
  • Expert organizational planning and management skills, including senior level leadership and management acumen.

Nice To Haves

  • Master’s degree or higher is preferred.
  • Experience in Business and Finance at a DOE Office of Science National Laboratory is preferred.

Responsibilities

  • Provide business intelligence, leadership, analytics, projections, advice, counsel, and guidance to senior management on the financial aspects of strategy and operations.
  • Establish internal budget formulation and monitoring processes to provide accurate and timely budget and cost information to support management decision-making.
  • Lead the senior management team through a yearly prioritization process (with multi-year projections) of indirect-funded activities and support their execution.
  • Develop, promulgate, implement, and consistently apply financial policies, procedures, and practices in compliance with the Prime Contract and applicable laws, regulations, and DOE requirements.
  • Keep apprised of changing laws, regulations, standards, and Department of Energy orders and effect changes as appropriate.
  • Responsible for the Laboratory’s system of internal controls over financial information, assuring integrity and adequacy of financial controls and compliance with the Prime Contract.
  • Design and implement lab-wide execution of proper internal controls over financial transactions while ensuring industry compliance.
  • Oversee the management of Controllership (Accounting, Payroll, Travel, Accounts Payable), Budget, Procurement, and Sponsored Program administration functions.
  • Work in coordination with senior leaders, in support of the Divisions, to ensure accountability and adherence to financial policies and practices.
  • Work collaboratively with the Department of Energy, specifically the Office of High Energy Physics, to coordinate the annual budget formulation process and other important funding matters.
  • Responsible for the annual budget submission to the Department of Energy.
  • Set labor burden, indirect rates, and chargeback pricing in accordance with cost accounting standards, monitoring and redistributing variances as necessary.
  • Execute contracts, purchase orders, and other legal documents with delegated procurement authority.
  • Re-delegate that authority, as appropriate, to accomplish Laboratory objectives.
  • In cooperation with the Chief Information Officer and Laboratory leadership implement new financial management systems and enhance existing systems to meet the current and future needs of the Laboratory.
  • Participate in setting business system investment priorities.
  • Coordinate and collaborate with internal auditors throughout the fiscal year.
  • Serve as executive point of contact for all financial audits and assessments, internal and external.
  • Work closely with the Fermi Forward Discovery Group (FFDG) Board to meet corporate financial and business expectations.
  • Responsible for all personnel actions for the Division including hiring, promotions, pay increases, performance reviews, disciplinary actions, and terminations.
  • Perform other duties as assigned by supervisor.
  • Abide by and responsible for performing all duties in accordance with all environmental, health and safety regulations and practices pertinent to this position.
