About The Position

This on-site position is located in Wilmington, Delaware. The Catholic Diocese of Wilmington is seeking a Chief Financial Officer, appointed by the Bishop after consultation with the Diocesan Consultors and the Diocesan Finance council, who will be the principal financial administrator for the Diocese and its subsidiaries. The CFO is responsible for administering Diocesan finances and property in accordance with the directives of the Diocesan Bishop and the Diocesan Finance Council and prescriptions of the code of Canon Law. The position provides the required Diocesan overview of finances in the parishes. The term of office is for five years; the term is renewable. The schedule for this full-time position is Monday through Friday, 8:30 am - 4:30 pm and may require availability outside of normal business hours, as needed.

Requirements

Certified Public Accountant and/or MBA (with concentration in Finance or Accounting).
A minimum of 15 years’ work experience with 5 years’ financial leadership experience.
Adherence to the highest ethical standards, personally and professionally.
Expertise of regulatory compliance procedures including generally accepted accounting principles (GAAP) and non-profit reporting standards.
Experience working in an organization with multiple/complex revenue streams.
Ability to forecast, analyze trends and guide organizational strategy.
Strong communication, negotiation, decision making, and cross-functional leadership abilities.
Demonstrated broad knowledge of business operations, with an emphasis on non-profit organizations.
Proficient computer skills and familiarity with Microsoft Office/365 applications including Outlook, Word, Excel, PowerPoint.
Demonstrated knowledge of accounting and financial management systems.
Willingness to consent to a satisfactory criminal background check and drug screening in accordance with applicable laws.
Ability to build trust and rapport with individuals from diverse cultural, socio-economic, and ethnic backgrounds.
Ability to safeguard access to confidential or sensitive information of data.
Ability to travel both within and outside the footprint of the Diocese as needed.

Responsibilities

Responsible for the accounting and financial controls of the Catholic Diocese of Wilmington, Inc., Catholic Charities, Inc., Catholic Diocese Foundation, Catholic Ministry to the Elderly, Marydale Preservation Associates, Catholic Youth Organization, Catholic Press, and Diocese of Wilmington Schools, Inc.
Manages the accounting and financial controls of St. Thomas More Oratory, St. Paul Parish - Wilmington, and St. Joseph Parish - Wilmington.
Reviews and advises the financial aspects of any part of the Catholic Diocese of Wilmington’s work.
Identifies and proactively addresses risk issues related to the financial health of the organization.
Manages annual operating budget of $80 million.
Exercises strategic planning to manage the short-term and long-term financial objectives.
Supervises authorized expenditures, directs the preparation of various financial and operating statements and reports for the Bishop, Moderator of the Curia, Finance Council and others.
Monitors and manages cash flow, investments, debt, and financial reserves to promote long-term fiscal stability.
Acts as principal risk manager for Diocesan property, liability, worker’s compensation, automobile, and boiler coverages.
Acts as risk manager for Diocesan health insurance and dental programs in conjunction with the Diocesan Human Resources Director.
Manages key external financial relationships, including banking and investment institutions; maintains custody of and accountability for all Diocesan funds and other financial assets, including the investment of such funds.
Oversees the implementation, development, and maintenance of finance and accounting systems.
Implements and monitors accounting and auditing procedures in all Diocesan entities; analyzes, evaluates and directs procedural effectiveness.
Develops the budget process, including its preparation, guidelines and forms; exercises budgetary control and supervision through the analysis of quarterly reports of all Diocesan entities.
Exercises financial approval authority for disbursement up to $100,000; and disbursement over $100,000 with approval of the Moderator of the Curia.
Provides a full end of year accounting to the Bishop and Finance Council of financial activities and state of finances in the Diocese.
Provides supervisory oversight to the Diocesan Service Department, identifying areas for potential increased effectiveness or efficiency, implementing modifications and changes as authorized.
Interacts with investment fund managers as to funds asset allocation and performance.
Analyzes the performance of investment funds and reflects the findings, conclusions and recommendations in special reports.
Identifies areas of concern and areas of potential increased effectiveness or efficiency and makes suggestions and recommendations concerning possible solutions to Bishop, Moderator of the Curia and Finance Council.
Implements modifications and changes as authorized.
Identifies parishes and schools or other institutions experiencing financial challenges.
Makes timely suggestions and recommendations to Finance Council and Bishop concerning possible solutions and their implementation.
Reviews the financial soundness of proposed and parish projects as requested.
