About The Position

The Oregon Department of Early Learning and Care is excited to announce a permanent opening for a Chief Financial Officer (Budget and Fiscal Manager 3). We are seeking a strategic and collaborative financial leader to serve as our Chief Financial Officer to lead the development and management of a $1.5 billion-dollar biennial budget, advise agency leadership on complex fiscal policy, and represent the agency in high-level discussions with the Legislature, Governor’s Office, and statewide partners. This is a rare opportunity to serve in a key executive leadership role, shaping statewide funding decisions, guiding complex budget strategy, and ensuring responsible stewardship of public resources that directly impact the future of Oregon. This position will have a hybrid schedule, working both in the office (Salem) and at an alternate location (home). In general, we anticipate this role working from the office at least one day per week. During peak periods, such as during legislative sessions, in office work is anticipated to be required a few times per week. At DELC, we are dedicated to helping Oregon’s young children and families learn and thrive. As the state agency responsible for early learning programs, child care licensing, and family support services, we play a crucial role in shaping the future of Oregon’s children from birth to kindergarten. We administer state-funded early learning programs, including home visiting and site-based infant, toddler, and preschool services. We also develop coordinated systems through Early Learning Hubs and collaborate with Child Care Resource and Referral organizations to provide training, coaching, and quality improvement opportunities for early learning providers. Requirements

  • Seven years of supervision, management, or progressively related experience; OR four years of related experience and a bachelor’s degree in a related field.
  • This position is subject to both a Child Protective Services and Criminal Justice Information Systems (CJIS) check, including FBI fingerprinting, and will be required to enroll in the Central Background Registry. Both of these checks must be completed and approved prior to starting with the agency. The results can take 1-3 weeks to get back. Adverse background data will be grounds for immediate disqualification.
  • This position will require occasional travel to field offices and for meetings, therefore, a valid driver license and acceptable driving record is required, unless the successful applicant can provide a satisfactory alternate mode of transportation.
  • Within three days of hire, all applicants will be required to complete the US Department of Homeland Security's Form I-9, confirming authorization to work in the United States.

Nice To Haves

  • Senior executive leadership experience in complex organizations, preferably within state government; experience as a Chief Financial Officer, Chief Operating Officer, or equivalent.
  • Demonstrated record of effectively overseeing grants, contracts, and fiscal programs, ensuring compliance, accuracy, and effective delivery.
  • Proven ability to lead large-scale finance, procurement, or administrative functions, aligning multiple teams and resources to advance organizational strategy and outcomes.
  • Deep understanding of state budgeting and legislative processes, including fund-type constraints and fiscal accountability requirements; experience with federal funding requirements is also highly valued.
  • Strong record of collaborative leadership, with the ability to engage diverse partners and integrate equity, inclusion, and culturally responsive practices into decision-making.

Responsibilities

  • The Chief Financial Officer directs the development, execution, and reporting of DELC’s approximately $1.5 billion-dollar biennial budget and establishes the policies, systems, and controls necessary to ensure effective fiscal management and stewardship of the agency’s public resources.
  • This position leads the Budget and Accounting Services unit, overseeing budget development, accounting, and financial reporting functions, and providing supervision to one subordinate manager with total oversight of 17 staff members.
  • This position ensures financial operations support the agency’s mission, strategic priorities, and commitment to accountability, equity, and continuous improvement.
  • The Chief Financial Officer serves as the agency’s primary liaison to the Legislative Fiscal Office, Chief Financial Office, and the Governor’s Office on budget and fiscal matters.
