About The Position

The purpose of this position is to support the Director of Indigent Health Care and the Veterans Services Officer/Director to ensure all Rockwall County residents, who qualify, receive health care services funded by the County and to provide reception assistance to Rockwall County Veterans. This is accomplished by implementation and adherence to local, state and federal laws and regulations.

Requirements

  • Knowledge of general office procedures and organizational skills.
  • Knowledge of local, state and federal regulations, policies and procedures related to Chapter 61, Health and Safety Code.
  • Knowledge of medical terminology and medical UB/CMS 1500 forms.
  • Knowledge of Medicaid/SSI/SSDI/Snap Programs.
  • Knowledge of contractual pricing based on Medicaid fee schedules.
  • Proficient in the use of technology, computers, copiers, fax machines and software programs.
  • Ability to assist persons from diverse backgrounds.
  • Requires strong organizational and computer skills, including the ability to prepare spreadsheets.
  • Knowledge of language skills, mathematical skills, reasoning ability and general office procedures.
  • Knowledge of accounts payable and general bookkeeping.
  • Skilled in verbal and written communication.
  • High School Diploma or equivalent experience.
  • HIPAA Certification.
  • One year experience with accounts payable and/or general bookkeeping.

Responsibilities

  • Greets visitors and clients; answers incoming phone calls; opens and distributes incoming mail; prepares new client files; constructs application packets; and general filing.
  • Screens potential clients to determine eligibility by assisting clients with applications, forms and required documentation.
  • Assists with referrals to federal, state, and local programs.
  • Initiates contract negotiations with hospital, laboratory and physician providers.
  • Locates and updates available resources for the needy residents of Rockwall County and surrounding areas.
  • Verifies proper completion and accuracy of medical claims, requests necessary forms from providers, advises providers of processing procedures and provides payment information to clerks updating medical claims.
  • Data entry of medical codes, diagnosis and services and for Indigent Health Care clients and Rockwall County Detention Center inmates.
  • Receives and records medical referrals/notifications from providers, as required by the State.
  • Researches indigent clients for approved Medicaid coverage and submit documents for Medicaid reimbursement.
  • Reviews Texas Medicaid Health Partners database for inmate Medicaid or Insurance coverage.
  • Applies Medicaid discounts to eligible medical claims for Rockwall County Detention Center inmates, according to Medicaid fee schedule.
  • Notifies providers of insurance coverage for the Rockwall County Detention Center inmates.
  • Prepares and distributes monthly client eligibility letters; provides clients with monthly notices of medical service forms; processes and mails monthly client questionnaires; schedules appointments and issues packets for semi-annual client review;
  • Monitors and manage retention periods on client and inmate medical files
  • Performs research and complies data for special projects and/or reports
  • Attends annual Texas Indigent Health Care Association conference; participates in various training seminars/webinars regarding IHC, computer software and HIPAA; revises CIHCP program handbook with updated documents provided by the State.
  • Maintains office supply inventory; orders and distribute supplies as necessary
  • Assist the Veterans Services Officer/Director by taking forwarded calls as needed and as directed by the VSO.
  • Performs other duties as assigned.
