About The Position

We are seeking a highly skilled and innovative Change and Release Management Specialist to join our team in the greater DMV area, supporting the Army National Guard. Responsibilities Develop, maintain, and enforce Change & Release Design Documentation, Test Plans, and standards for hardware, software, and configuration changes across operational, test, and COOP environments. Control RFC lifecycle: intake, impact analysis, scheduling, approval packaging, implementation coordination, validation, and closure. Chair/support CAB/ECAB activities: perform engineering and security reviews, document risks, rollback plans, dependencies, and operational impacts; present recommendations for Government approval. Produce transition‑to‑operations diagrams, configuration flow artifacts, runbooks, and implementation/rollback procedures to enable repeatable deployments and sustainment. Integrate compliance and security engineering requirements into change packages (DISA STIGs, IAVM, RMF continuous monitoring, eMASS evidence). Coordinate release scheduling and execution with NOC, Tier III, DISA, NETCOM, state/territory stakeholders, and external providers to synchronize multi‑domain (NIPR/SIPR) changes. Oversee execution governance for device reconfiguration, software updates, hardware replacements, decommissioning, and emergency/after‑hours releases supporting 24/7 operations. Track asset/license impacts for changes: property, software licensing, maintenance agreements, and inventory traceability. Perform post‑implementation validation, collect change metrics (success rate, rollback frequency, incidents), and drive continuous improvement actions. Maintain change repository, audit logs, CAB minutes, and evidence packages required for inspections, RMF/ATO, and accreditation. #ENOCS

Requirements

  • 5 years with BS/BA; 3 years with MS/MA; 0 years with PhD
  • Active TS/SCI clearance.
  • Candidate must meet ONE of the following: Bachelor’s degree in Computer Science, Cybersecurity, Data Science, Information Systems, Information Technology, or Software Engineering; OR Relevant DoD/military training (e.g., 4-11-C22 (CP), 4-11-C23, IT Project Manager (Intermediate) Playlist); OR Relevant professional certification or equivalent experience (examples: SecurityX/CASP+, DAWIA PM Practitioner, GSEC, Security+).
  • Experience in change/release management or ITSM supporting enterprise or DoD/24x7 operations, including CAB facilitation and multi‑domain release coordination.
  • Demonstrated skills in change governance, impact analysis, test planning, configuration management, RMF/eMASS evidence preparation, and stakeholder coordination.
  • Proficiency with ITSM/change platforms (e.g., ServiceNow, Remedy), CMDB/asset integration, and versioned repository management.

Nice To Haves

  • Prior ARNG, DoDIN, DISA, NETCOM, or DoD change/release management experience.
  • Experience coordinating releases across NIPRNet and SIPRNet and managing multi‑domain dependencies.
  • Familiarity with DISA STIGs, IAVM processes, RMF continuous monitoring requirements, and eMASS documentation.
  • Demonstrated ability to execute emergency/after‑hours releases and formal rollback procedures.
  • Experience with release automation/CI‑CD integration, asset/license traceability, and change metrics/dashboard reporting.
