About The Position

The Certified Payroll Specialist is responsible for ensuring full compliance with federal, state, and local prevailing wage laws for all government-funded construction projects. This role oversees the end-to-end certified payroll process, including wage determinations, labor classifications, fringe calculations, correction of variances, and the preparation and submission of weekly certified payroll reports through FCC, LCPTracker, and EMARS systems. This is a temporary position with the potential to move to full-time.

Requirements

  • 5+ years of Certified Payroll experience; experience with, LCPTracker, and EMARS preferred.
  • Advanced understanding of Davis-Bacon, SCA, prevailing wage determinations, and fringe calculations.
  • Experience with payroll systems such as Paycom, ADP, Workday
  • Strong analytical, organizational, and detail-oriented skills.
  • Ability to meet urgent deadlines with high-volume weekly submissions.
  • Strong Excel and reporting skills.

Responsibilities

  • Prepare, audit, and submit weekly certified payroll reports in LCPTracker, and EMARS (Employment Monitoring & Reporting System).
  • Ensure all payroll records comply with Davis-Bacon, Service Contract Act, state prevailing wage laws, and project-specific requirements.
  • Review job codes, labor classifications, wage decisions, fringe rates, and worker hours for accuracy before submission.
  • Validate employees are assigned to correct projects, cost codes, and wage classifications within each reporting platform.
  • Monitor and correct discrepancies related to overtime, deductions, fringe allocations, and rate changes.
  • Maintain weekly statements of compliance, certified payrolls, fringe benefit documentation, and required backup.
  • Manage setup and maintenance of projects, contractors, workers, and classifications in FCC, LCPTracker, and EMARS.
  • Upload payroll data, troubleshoot file rejections, and resolve submission errors.
  • Interpret system flags, variances, and deficiency notices.
  • Track submission deadlines and ensure reports are approved promptly.
  • Train field and project teams on proper coding and system processes.
  • Conduct internal payroll audits to ensure compliance.
  • Prepare reports for agency reviews and audits.
  • Maintain historical documentation per retention rules.
  • Investigate and resolve wage complaints and compliance inquiries.
  • Partner with Project Managers, HR, and Accounting on timecard corrections and classification issues.
  • Communicate with agencies on submissions and corrections.
  • Provide prevailing wage guidance during project kickoff meetings.
