About The Position: The Centralized Services Manager maintains extensive business knowledge and a comprehensive understanding of the activities of the Warehouse, Copy/Print Services, and the financial activities of the Judicial Branch. Charged with overseeing personnel and operational execution across these domains, the Manager assumes responsibility for orchestrating the functionality of the Warehouse, Copy/Print services, and designated financial personnel. Requirements

  • Bachelor’s degree in Accounting, Business, Finance, Public Administration, Data Science, or a closely related field
  • Three (3) years of increasingly responsible administrative experience, one (1) of which must include professional analytical experience in business, public administration, budget, or finance.
  • OR Combined education and experience qualifications: Other combinations of post-secondary education and advanced finance experience may be considered in substitution for education or experience on a year-for-year basis. Required professional analytical experience is not substitutable.
  • Knowledge of: Research methods, data analysis, and reporting techniques
  • Principles and practices of budget development and management in the public sector
  • Principles and practices of governmental accounting and reporting
  • Extensive knowledge of standard Microsoft Office software
  • Fundamentals of workflow and data management systems
  • Skill in: Fostering effective working relationships with staff
  • Conflict resolution and performance management
  • Microsoft Office products; Excel – expert level required
  • Troubleshooting, automating, and improving functionality and reuse of software solutions

Responsibilities

  • Leads transitional efforts that affect any or all units in the finance department.
  • Designated problem solver for issues in the department.
  • Administrator and point of contact for complex software in the finance department and the Judicial Branch (PowerAutomate, Microsoft Access, ServiceNow).
  • Conducts professional level research, analysis, planning, development, and implements departmental projects typically in one or more of the following areas: technology/business integration, strategic planning, departmental programs, financial operations, policies, and/or procedures
  • Manages customer-focused operations of the Warehouse and Copy/Print Services and related functions for the Judicial Branch.
  • Oversees operations to ensure timely and high-quality services that are critical to daily functioning of the Judicial Branch.
  • Oversees and manages daily operations of the Warehouse which includes, procurement of inventory, receiving inventory, documentation, delivery, and auditing.
  • Ensures on-site inventory details are maintained at all times and oversees annual audit of inventory and dollar value.
  • Manages, coordinates, supervises, and provides leadership to staff including interviewing/selecting employees; coordinating and assigning work; establishing performance measures, goals, objectives, and priorities; evaluating work performance; providing feedback, direction and guidance; and keeping staff informed of new or revised information.
  • Develops and implements high-level projects and goals using independent judgement.
  • Develops process improvements to streamline and improve efficiencies including the use of technology resources to manage inventory and improved security protocols for receiving and returning inventory.
  • Measures and analyzes business needs and evaluates service results to make recommendations for operational improvements and resolves complex and potentially sensitive work issues.
  • Establishes policies and operating procedures.
  • Ensures compliance with procedures for staff using heavy equipment and chemicals to maintain a safe working environment and to acquire and maintain required safety certifications.
  • Oversees the production of legally significant forms for use throughout the Judicial Branch.
  • Oversee and/or manage special projects, as assigned, prepare comprehensive reports, and provide recommendations to department management.
  • Ensure, as directed, that departments’ funding allocations are spent appropriately and reported accurately in accordance with all grant, County, and department criteria, policies and procedures.
  • Prepare and distribute monthly, quarterly, semi-annual, and annual reports for departments’ General Fund, Detention Fund, grants, and special revenue accounts, as directed.
  • Support Financial Operations department.
  • Provide training and/or direct the work of assigned staff and less senior employees.
  • May also participate in other financial functions as needed.
  • Analyze and review departments’ monthly expenditures to budget and advise the Director and/or Managers in the Financial Operations Unit, as well as the appropriate department managers of possible corrective actions.
  • Assist with the offline forecasting processes and data entry of revenue and expenditure projections into the Performance Budgeting system.
  • Assist with the Judicial Branch annual budget preparation, to include data entry into the Performance Budgeting system, for the departments’ General Fund, Detention Fund, Probation Fees accounts, grants, and special revenue accounts.
  • Assist with audit and audit tracking activities.
  • Assist with procurement related activities.
  • Review and approve payments through CGI Advantage.
