About The Position

This is a Management Service position with full Maryland State Benefits Work that Matters. The Maryland Department of Housing and Community Development (DHCD) is a national leader in the financing of affordable housing and revitalizing communities. Annually, DHCD finances approximately 4,000 units of multifamily rental housing in 40 properties, amounting to $500 million in construction and permanent financing. Funding comes from a variety of sources, including state-appropriated funds, taxable and tax-exempt revenue bonds, federal low income housing tax credits, federal HOME funds and other federal funds. Additionally, DHCD administers rental assistance programs and innovative initiatives designed to expand affordable housing opportunities for persons with disabilities, increase the energy efficiency and sustainability of affordable multifamily developments, and preserve rental housing. Single Family Housing;s goals are to help low and moderate income Maryland Residents purchase and maintain their homes and to increase the percentage of low and moderate income Maryland households who live in decent housing. The main purpose of this position is to oversee the relationships with the Community Development Administration (CDA) Programs' business partners, including lenders, realtors, homeowners, contractors, housing counselors, mortgage insurers, non-profit organizations and local governments to optimize the deployment of the agency programs, continually improve the programs' image, foster a greater statewide awareness, and help to ensure the long-term viability of the programs to support the Department's mission of working with homeowners and partners to finance housing opportunities to ensure Maryland citizens have the opportunity to live and prosper in affordable housing. GRADE 23 This position offers a salary range of $104,519 - $138,943/year, with potential for advancement up to $162,800 based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $138,943/year. LOCATION OF POSITION 7800 Harkins Road Lanham, MD 20706 The Maryland Department of Housing and Community Development is located in Prince George's County across from the New Carrollton Metro stop.

Requirements

  • Education: A Bachelor’s degree in Finance, Business Administration, Economics, Accounting, Marketing, or a related field from an accredited college or university.
  • Experience: At least Five years of professional financial/risk analysis experience in the private or public sector, managing government programs, lending and risk analysis, debt portfolios, examining and/or analyzing financial statements, budget, grant or real estate investment portfolio records and reports, or five years of experience in Marketing and Outreach programs pertaining to single family or multifamily housing government programs.
  • Four years of this experience must have been within a supervisory capacity.
  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Nice To Haves

  • Experience working with the Maryland Mortgage Program.
  • Experience working with Encompass, Lender Online, Emphasys or other loan origination systems.
  • Experience in planning, managing and implementation of the marketing and outreach campaigns for government (housing) programs or managing a mortgage bank branch operations.

Responsibilities

  • This position is also responsible for outreach, recruitment and retention of the business partners of the CDA Maryland Mortgage Program and the associated down payment and closing cost assistance initiatives, as well as other Departmental programs.
  • This position works with both internal and external clients to strengthen ties with existing partners and cultivate new relationships to expand outreach and the range of partners to ensure access to the programs across all Maryland geographic areas, as well as to support the Department’s risk management efforts by having a diverse and adequate number of partners.
  • This requires communications expertise and technical skills.
  • The position is responsible for maintaining the contractual relationships with lenders and assistance with program compliance.
  • The position utilizes spreadsheets, databases, and other resources to track performance and identify partner needs.
  • This position relates to the mission of the agency by helping low and moderate income Maryland residents find and maintain affordable housing and helps to increase the percentage of low and moderate-income Maryland households who live in decent housing.
  • This position requires close coordination and communication with key industry stakeholders, working successfully with representatives from various community-based organizations with respect to the diverse populations and cultures with the aim of strengthening the existing and forging new relationships to maximize program opportunities statewide.
  • This position provides input into marketing and materials development, and oversees program training and resources for lenders, realtors, housing counselors, and other industry professionals.
  • The Senior CDA Lending and Risk Analyst IV may also perform managerial duties as assigned by a CDA Lending and Risk Director or the appropriate appointing authority.
  • Employees in this classification receive managerial supervision from a CDA Lending and Risk Director.
  • The work may require travel throughout the State of Maryland to attend conferences, hearings, meetings, and other events.
