About The Position

CCSE Unit Supervisor I - Performs highly complex administrative and supervisory eligibility program work. Supervises a unit of Community Care Workers and/or clerical staff responsible for determining eligibility for Community Care Services Eligibility (CCSE) programs. Assigns and supervises the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Job requires detailed oriented individuals with ability to apply complex policies and procedures. Researches, investigates, responds and coordinates the resolution of Legislative and Consumer inquiries. Selects, manages and develops staff through conferences, mentoring, training and performance appraisal. Provides appropriate interpretation of policies, procedures, rules, regulations and standards. Collects, organizes, analyzes, and prepares information and data in response to requests for information, reports, and inquiries. Manages office operations and internal resources effectively. Develops and maintains effective working relationships with management, staff, community partners, and others. Communicates on a complex level with others to resolve problems, provide and exchange information, respond to inquiries, and improve program effectiveness and participate in group and/or community presentations. Completes special assignments and/or reports. Maintains confidentiality of all incoming and outgoing information. Understands and adheres to all HHSC and CCSE policies and procedures. Provides outstanding customer service in person, over the telephone and via e-mail. Maintains a positive and productive attitude while working in a fast-paced environment.

Requirements

  • Knowledge of Community Care Services Eligibility (CCSE) programs, policies and procedures.
  • Knowledge of interviewing techniques to obtain personal information, to make inquiries and to resolve conflicting statements.
  • Skill in resolving service delivery problems or staff performance issues by appropriately applying policies, procedures, and management practices.
  • Ability to respond to and resolve client inquiries and complaints.
  • Ability to evaluate case records according to program standards.
  • Ability to organize workload among staff considering capabilities, limitations, organizational structure, and program policy and procedures.
  • Ability to perform multiple tasks in a timely manner.
  • Ability to use automated software (i.e. Microsoft Office, SharePoint, etc.).
  • Ability to understand and implement administrative procedures, interpret rules, regulations, and policies.
  • Ability to communicate effectively both verbally and in writing in order to present relevant information regarding program objectives and policies to individuals, agency staff and community groups.
  • Ability to assign and monitor the work of others to ensure appropriate and timely response to inquiries, complaints, projects and assignments.
  • Ability to establish priorities according to relative importance and deadlines, set goals, and manage time efficiently.
  • Ability to develop and maintain effective relationships with others (agency staff or representatives of community resources, other state agencies, federal agencies, or the public).
  • Must have experience in the Community Care Services Eligibility (CCSE) program area within the last 2 years.
  • Application illustrates the ability to communicate effectively in writing.
  • Application indicates willingness to travel at least 35% of the time to attend training and meetings.
  • Current Valid Driver’s License.

Nice To Haves

  • Prefer experience supervising, serving as an acting supervisor, and/or experience as a mentor in the CCSE program area.
  • Prior supervisory or leadership experience preferred.

Responsibilities

  • Selects, manages, and develops staff through conferences, mentoring, training, and performance appraisal.
  • Reads and evaluates case records to assess the quality of casework and identify training needs.
  • Assigns and supervises the work of others.
  • Prepares management reports, analyzes information to keep management informed and responds to issues.
  • Monitors service delivery in assigned area to ensure effective and efficient program operations; consults staff on case issues and conducts unit meetings.
  • Interprets policies, procedures, rules, regulations, or standards to others (for example: to staff, applicants, clients, providers, vendors, the public and community organizations).
  • Analyzes and effectively redistributes the workload to have a positive impact on timeliness, accuracy and meeting program goals and expectations.
  • Develops and maintains working relationships with management, agency staff, community partners, other state agencies, federal agencies, or the public.
