You can see all the details here: ERS recruitment brochure Brief Job Description: Performs highly complex (senior-level) compliance analysis work involving examining, evaluating, and monitoring records, programs, policies, documents, and/or contracts to ensure conformity with laws, rules, and regulations; and conducting inspection and analysis activities. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Requirements

  • Knowledge of the relevant federal and state rules and regulations; contract monitoring; and statistical concepts, methods, and models.
  • Skill in conducting data searches and evaluating large amounts of data, in customer service, in preparing concise and accurate reports, and in the use of a computer and applicable software.
  • Ability to identify problems, evaluate alternatives, and implement effective solutions; to maintain effective working relationships; and to communicate effectively.
  • Skill in preparing recommendations.
  • Ability to oversee and/or supervise the work of others.
  • At least 3 years of conducting investigations of abuse/neglect/exploitation of children at the Texas Department of Family and Protective Services.
  • Graduation from an accredited four-year college or university. Experience and education may be substituted for one another.

Responsibilities

  • Performs routine compliance reviews that are primarily small or medium in scale to determine compliance with laws, rules, and regulations.
  • Performs regular compliance and other reviews, provides consultation and guidance on legislative bills that impact CCI
  • Assists with analyzing compliance and other legislative bills to improve training for all levels of staff.
  • Analyzes compliance and other CCI-related state and federal laws, regulations, and proposed legislation to develop recommendations for policy and programmatic issues relating to the implementation, improvement, and/or expansion or reduction of program funding.
  • Responds to legislative reviews, requests, and external inquiries related to CCI compliance and other CCI requests, as needed.
  • Compiles, reviews, and analyzes data to verify documentation.
  • Maintains repository of Foster Care Litigation (FCL) related files, reports, and data
  • Assesses accuracy of FCL Monitors’ Reports
  • Reviews concerns from FCL Monitors to provide explanations
  • Provides explanations for areas of improvement identified through data
  • Conducts internal inspection of compliance issues.
  • Reviews investigation reports and assesses to determine if applicable policies and laws were followed
  • Reviews findings of investigations to determine accuracy
  • Compiles information from numerous investigations to determine trends, patterns, and/or risks of specific facilities, individuals, or CPAs
  • Identifies issues regarding compliance with regulations or standards that require follow-up.
  • Conducts standard compliance reviews of open investigations to determine in if additional information is required to complete to meet division guidelines and policies
  • Provides updates on compliance investigations to internal and external stakeholders with questions about compliance
  • Identify compliance and/or procedural gaps between current practices and desired outcomes, helping to focus on practices that address specific organizational needs.
  • Review findings and data as follow-up to ensure compliance
  • Verifies compliance with specific requirements by conducting desk and/or onsite reviews.
  • Conducts reviews of units or program areas to determine compliance and procedural trends and patterns
  • Visits facilities to act as liaison for CCI to conduct onsite reviews, as applicable.
  • Participates in ride-along with field staff to observe and assess compliance with applicable policies, laws, and division expectations, per departmental policy.
  • Regularly monitor key metrics to ensure the new practice continues to deliver value and remains aligned with organizational goals.
  • Maintains, updates, and assesses data in an internal tracking system.
  • Gathers relevant data from various sources, including historical records, current operational data, and projected trends, to assess and create a comprehensive dataset for analysis
  • Maintains and develops data and statistical tracking procedures and prepares reports regarding regional or program outcomes for CCI using available tracking systems including IMPACT.
  • Maintains and assesses documentation of compliance activities, such as complaints received or investigation outcomes.
  • Develops and maintains shared tracking logs regarding complaints received and investigative outcomes by compiling information regarding dates, nature of inquiry, actions taken, and result
  • Performs statistical sampling of data.
  • Analyze quantitative and qualitative data related to cases involving CCI to assess overall readiness, identify trends, patterns, and potential obstacles.
  • Review contracts, grants, and other legal documents.
  • Reviews court reports Review contracts for conference planning
  • Perform compliance reviews that are primarily high complex in nature or large in scale and/or oversees others who perform compliance reviews, including coordinating assignments and monitoring activities.
  • Reviews complicated and large in scale open investigations for compliance
  • Reviews high volume complex and simple closed investigations to ensure compliance
  • Analyzes both significant size complex and straightforward historical data to identify trends and patterns related to departmental compliance and procedures
  • Mentors new staff and answers leadership questions on large in scope complex investigations
  • Performs related work as assigned.
