About The Position

Rural Communities Child Care (RCCC) provides financial assistance to eligible families that qualify to receive subsidies to help them pay for some or all of their childcare needs. A Child Care Subsidy Case Manager (CCSCM) is responsible for the area office implementation of the RCCC Child Care Subsidy programs. The CCSCM enrolls eligible families in accordance with state and federal guidelines as outlined in the Funding Terms and Conditions/Program Requirements.

Requirements

  • Must be at least 18 years of age.
  • For work-related driving, must have a valid California driver’s license, a verifiable good driving record, and access to a vehicle with insurance that covers the employee as a driver OR reliable transportation with proof of automobile insurance.
  • CCSCM I A degree from an accredited college or university in child development, business administration or a related field is preferred but not required.
  • At least one year of experience using word processing, email, database and spreadsheet programs; experience using presentation software is preferred.
  • Experience working in a human service program providing direct services to families or children is helpful.
  • Principles and practices of interpersonal communications and a demonstrated ability to work cooperatively with contractors, other agencies and organizations, program parents and community members.
  • Community resources for, and issues and problems faced by low-income families.
  • Current standard office practices, procedures, and equipment.
  • Computer operations as relates to the duties of the position; position requires demonstrated proficiency in the use of word processing, email, and spreadsheet programs and the internet.
  • Interact with others in a culturally and emotionally sensitive manner.
  • Communicate effectively and appropriately verbally and in writing in English is required.
  • Handle confidential information, documents and sensitive situations appropriately.
  • Perform mathematical and analytical processes at a level necessary to perform the required responsibilities of the position; accounting experience is preferred.
  • Organize duties and tasks to meet established deadlines, delegating tasks as appropriate.
  • Be effective working independently and as a collaborative team member.

  • CCSCM II (in addition to CCSCM I) Minimum of four years on the job experience within the RCCC program or two years’ experience with a similar program.
  • Two years on the job experience as a CCSCM I with satisfactory job performance and with demonstrated qualifications as determined by the RCCC Program Director. (Demonstrated transferable skills needed for this position may be substituted for the two years on the job experience as a CCSCM I.)
  • CCSCM III (in addition to CCSCM I and II) Exemplary job performance as a CCSCM II and has shown initiative to obtain additional skills or knowledge relevant to RCCC program needs, as determined by the RCCC Program Director.
  • At least one of the following as deemed necessary for the overall management of the RCCC program and approved by the RCCC Program Director: Has been assigned ongoing material and/or financial management duties, above and beyond the CCSCM II standard job responsibilities. Has been assigned ongoing staff supervision in some component of RCCC program operations.

Responsibilities

  • Participate in the development and implementation of the annual goals and objectives for the RCCC programs.
  • Participate as an effective, collaborative team member in the overall implementation of RCCC programs.
  • Manage and administer the allocations for each individual contract as assigned to the area office using a computerized database system.
  • Determine eligibility and assign rank number based on the Child Development Division (CDD) Admission Priorities Schedule for all families requesting services; maintain and update eligibility list on a regular and ongoing basis.
  • Enroll eligible families into appropriate program based on area office projections.
  • Keep current on all state or federal regulations and policies to ensure program compliance as directed in the Program Requirements for each contract.
  • Act as a liaison between clients served, childcare providers and other social service agencies.
  • Assess needs of all clients served, referring them to other agencies and resources as appropriate.
  • Facilitate orientation regarding program rules and regulations, for both parents and contracting providers.
  • Disseminate information to local agencies (i.e., CPS, DSS, Mental Health, etc.) regarding eligibility requirements of the various RCCC funding contracts.
  • Collect statistical data and prepare program reports.
  • Coordinate ongoing RCCC program activities in the area office assigned.
  • Serve as a resource person/liaison to the community on child, parent, and care provider issues; distributes program information and publicity via all available media resources.
  • Maintain and completes family certifications and re-certifications in accordance with the State Department of Education Funding Terms and Conditions.
  • Provide as needed Trustline program applications, training, and processing for applicants to become exempt childcare providers; follows up on applicants as required by the CA Department of Justice.
  • Receive and follow up on information regarding reported child abuse and neglect in conjunction with Child Protective Services (CPS).
  • Manage the timely, accurate and proper completion of all required documentation.
  • For bilingual employees, perform all job duties utilizing dual language ability as necessary to provide optimum support and services for clients and RCCC staff; translates forms, resources, etc., into Spanish as assigned or required.
  • Further continuous improvement by participating on teams and participating on special committees.
  • Other duties as assigned or required.
