About The Position

This Opportunity WSP is currently initiating a search for a CBTC Testing and Commissioning Manager to join our Transit and Rail/Systems Engineering team in our New York Office located at MTA Headquarters . The Testing and Commissioning Manager will serve as a key member of the project management team supporting the agency in overseeing the implementation and acceptance of the CBTC signaling system. This position is responsible for reviewing and evaluating testing and commissioning documentation to ensure compliance with contract requirements, Authority standards, and regulatory expectations. The ideal candidate possesses deep technical knowledge of CBTC systems and proven experience managing testing and commissioning activities for complex rail signaling programs. They will provide expert guidance to the agency on test planning, verification coverage, interface coordination, and readiness for cutover — ensuring that all T&C deliverables meet quality, safety, and performance objectives prior to system acceptance and revenue service. Your Impact: Provide technical and managerial oversight of all Testing and Commissioning (T&C) activities to ensure supplier and designer deliverables meet contract requirements, Authority standards, and safety regulations. Demonstrated ability to review and validate test documentation, including T&C plans, test procedures, logical test sequencing, results, certification evidence, and readiness for cutover. Collaborate closely with the requirements management team to verify that all CBTC subsystem interfaces (onboard, wayside, interlocking, ATS, telecoms, PSD, SCADA, power, and OCC) are identified, traceable, and validated through testing. Identify risks and dependencies across multiple contracts, document mitigation strategies, and proactively advise on actions needed to maintain schedule and system readiness. Evaluate and monitor progress of FAT, SIT, dynamic testing, and Trial Operations to confirm compliance with verification and validation requirements. Coordinate with the supplier, designer, and operations teams to ensure planned track access, field readiness, and commissioning activities are aligned with the agency’s safety and operational standards. Review test reports, interface results, and commissioning packages for completeness and accuracy to support formal acceptance and safety certification. Track T&C key performance indicators (KPIs), prepare progress updates, and support communication of test results, risks, and milestone status to agency leadership. Participate in certification readiness reviews, safety audits, and ISA assessments, providing assurance that evidence demonstrates full compliance and readiness for revenue service. Support integration of testing activities into the overall program schedule and coordinate updates with the broader project management team. Perform additional responsibilities as required to support the successful delivery, verification, and acceptance of the CBTC signaling system Who You Are:

Requirements

  • Bachelor’s degree in electrical engineering, Systems Engineering, or a related field
  • 7+ years of relevant post education experience in engineering, prior transit and rail experience, and infrastructure design.
  • Minimum of 5 years of CBTC Project experience.
  • Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies.
  • Strong ability to quickly adapt to change and demonstrate flexibility to a variety of schedules and hours to meet business needs.
  • Deep understanding of CBTC architecture, including vital/non-vital subsystems, interlockings, ATS, telecoms, and OCC interfaces.
  • Occasional travel may be required depending on project-specific requirements.

  • Proven experience supporting or overseeing complex brownfield CBTC deployments involving multiple suppliers, interfaces, and operational constraints.
