About The Position

The Unaccompanied Refugee Minor Foster Care program provides solutions to permanently improve the lives of unaccompanied refugee minors, addressing their specific challenges and losses. Services include individualized foster care, legal aid, healthcare, counseling, and case management. Compassionate case managers offer trauma-informed care, help youth overcome language barriers, and support cultural identity and integration. This Case Manager II role focuses on the development of the Unaccompanied Minor Program (UMP) through outreach, recruitment, philanthropic efforts, and volunteer support. The position is also responsible for the oversight and support of a caseload of Community Placements for young adults.

Requirements

  • Minimum of a High School Diploma or equivalent.
  • Must have good interviewing and case recording skills.
  • Must be familiar with local laws, customs, and cultures.
  • Must be able to instruct minors in a way which preserves their dignity.
  • Must be sensitive to cultural differences within the agency and community.
  • Fluent in Microsoft Office Applications (Word & Outlook).
  • Must be able to stoop, bend, squat, sit on floor and ambulate over uneven floor surfaces including stairs and steps.
  • Must be able to visually and auditory assess and interact with clients to ensure their safety and wellbeing.
  • Valid AZ driver’s license, reliable transportation, and ability to show proof of registration/insurance.
  • Level One Fingerprint clearance or ability to obtain fingerprint clearance; must maintain clearance.
  • Must have or complete training in CPR and First Aid with the first 90 days of employment and remain current in the certification.
  • Must be 21 years of age or older to drive on behalf of Catholic Charities.

Nice To Haves

  • At least two (2) years of experience with foreign born children and cross-cultural experience.
  • Specialization in Child Welfare.
  • Bi-lingual.

Responsibilities

  • Provides outreach and presentations about the Refugee Programs to community organizations, faith-based organizations, and individuals, with strong emphasis on foster parent and community placement recruitment
  • Provides information on the Unaccompanied Minor Program including but not limited to: agency policies, including legal guardianship, foster home placement, community placements, school systems, and expectation of foster parents.
  • Identifies and conducts outreach to diverse communities, focusing on former refugee and immigrant communities, as well as religiously diverse communities to assist licensing team with recruiting foster parents representative of client population and cultural needs.
  • Recruits potential community placements, sending them through background process in Volunteer services; initiates and provides home safety checks, provides Community Placement (CP) profile to UMP supervisors for placement, continues to be liaison for UMP with Community Placements.
  • Monitors and supervises Community Placements (CP) by staying connected with CP through regular contact; provides broad support and facilitates adherence to guidelines; participates in evaluation of CP ongoing placements.
  • Supervises Community Placement caseload by maintaining regular contact with community placements; participates in CFT meetings when CP are involved.
  • Maintains a case file for each Community Placement with documentation of screening, intake and basic information, maintains case notes documenting minimum monthly contact with CP; documents interventions and supports provided to CP, documents participation in CFT as appropriate.
  • Assists in the development of each Community Placement Agreement; Ensures CP has reviewed the agreement and that agreement mutually represents both young adult and CP needs; signs off on each agreement.
  • Assists in Refugee Program events such as faith-based/parish group sponsorships of refugee families and foster youth, annual UMP Holiday and Graduation party.
  • Assists Refugee Program with Parish in-kind and cash support efforts and events.
  • Assists Resource and Community Development Manager in identifying and supporting volunteers and parish groups collaborating with refugee families and UMP clients.
  • Reports and shares concerns regarding youth or Community Placement Mentor with the assigned case manager and supervisor.
  • Prepares and sends monthly foster parent newsletter, highlighting program changes, training opportunities, recruitment. Maintains a virtual library of training resources and information to assist foster parents with parenting foreign born foster youth.
  • Completes monthly reports detailing outreach efforts, # of new and potential Community Placements, community events and meetings case worker has participated in, documents and reports outcomes of meetings. Maintains documentation of trainings and meetings conducted.
  • Maintains confidentiality and professional relationship with minor, foster parents, Community Placements, and other team members.
  • Maintains accurate and thorough documentation on Community Placement Mentors, recording all case activity, problems, incidents, concerns and ensures copies of documents are placed in case file following agency policy and procedures regarding documentation and confidentiality.
  • Promote ongoing commitment to excellence and continual quality improvement to ensure the highest quality of services to our staff and clients.
