RSC2 is seeking a dynamic and strategic Capture & Proposal Project Lead to drive the full lifecycle of opportunity development—from early capture through proposal submission. This role is ideal for a highly organized, collaborative professional who thrives in a fast-paced federal contracting environment and is passionate about winning new business. The successful candidate will serve as the connective tissue between business development, capture, and proposal operations, ensuring seamless execution and alignment with RSC2’s growth objectives.

Requirements

  • Bachelor’s degree in Business, Communications, English, Engineering, or a related field (or equivalent experience).
  • 5 years of experience in project, proposal management
  • Proven experience leading cross-functional teams through complex federal or DoD project or proposal efforts
  • Demonstrated ability to manage multiple high-volume, deadline-driven projects with precision and transparency.
  • Strong background in project management, including planning, scheduling, and risk mitigation
  • Deep understanding of compliance requirements, proposal structure, and government evaluation criteria
  • Exceptional attention to detail and commitment to producing high-quality, compliant deliverables
  • Comfortable navigating ambiguity and adapting to evolving requirements in a fast-paced environment
  • Strong interpersonal skills with the ability to foster collaboration across technical, operational, and executive stakeholders

Nice To Haves

  • Experience working in or with military or defense environments is highly valued
  • PMP or APMP certification preferred

Responsibilities

  • Lead pre-RFP capture activities including opportunity qualification, customer engagement planning, and competitive analysis.
  • Develop and maintain capture plans, win strategies, and teaming approaches
  • Collaborate with BD, technical SMEs, and leadership to shape opportunities and position RSC2 for success
  • Support bid/no-bid decisions with data-driven insights and risk assessments
  • Transition into proposal leadership upon RFP release, managing all aspects of proposal development
  • Create and manage proposal schedules, outlines, compliance matrices, and kickoff materials
  • Facilitate color team reviews, daily standups, and writing assignments
  • Ensure proposals are compliant, compelling, and aligned with capture strategy and win themes
  • Coordinate with graphics, editing, and production teams to deliver polished final submissions
  • Support post-submission activities including clarifications, ENs, and debriefs
  • Conduct lessons learned and contribute to the refinement of RSC2’s proposal processes and tools
