We are seeking a highly motivated and strategic Capture Manager to lead business development and capture efforts across Intelligence Community (IC) and DoD customers. This individual will be responsible for identifying, qualifying, and capturing new business opportunities while driving win strategies from early identification through contract award. The ideal candidate brings a deep understanding of IC mission areas, acquisition processes, and customer engagement strategies, with a proven track record of winning competitive opportunities in the cleared government contracting space.

Requirements

  • Active TS/SCI clearance (CI Polygraph strongly preferred).
  • Bachelor’s degree in Business, Intelligence Studies, National Security, or related field (or equivalent experience).
  • 8+ years of experience in capture management, business development, or program management within the IC or DoD space.
  • Demonstrated success winning competitive contracts (prime or major subcontractor role).
  • Strong understanding of federal acquisition processes (FAR/DFARS) and contract vehicles.
  • Experience supporting or capturing work across IC agencies (e.g., DIA, NGA, DCSA, ONI, CIA, NSA).

Nice To Haves

  • Experience supporting large IDIQs, GWACs, or task order-driven environments.
  • Familiarity with IC mission areas such as OSINT, GEOINT, All-Source Analysis, Cyber, or Data Science.
  • Existing relationships within the IC customer community.
  • Experience with price-to-win analysis and competitive intelligence tools.

Responsibilities

  • Lead end-to-end capture efforts for IC and DoD opportunities, from qualification through proposal submission and award.
  • Identify and qualify new business opportunities aligned with corporate growth objectives.
  • Develop and execute capture strategies, including win themes, competitive positioning, and price-to-win analysis.
  • Build and maintain a healthy pipeline of opportunities across agencies such as DIA, NGA, DCSA, ONI, and other IC customers.
  • Establish and maintain relationships with government stakeholders, program offices, and industry partners.
  • Conduct market research, competitive analysis, and customer intelligence gathering to inform capture strategies.
  • Attend industry days, networking events, and customer briefings to enhance opportunity positioning.
  • Collaborate with proposal teams to develop compliant, compelling proposals.
  • Lead solution development, including staffing strategies, teaming arrangements, and technical approaches.
  • Support color team reviews (Pink, Red, Gold) and ensure alignment with capture strategy.
  • Identify, negotiate, and manage strategic teaming agreements with subcontractors and partners.
  • Coordinate with internal stakeholders (recruiting, contracts, pricing, and operations) to align resources and execution.
  • Ensure a smooth transition from capture to program execution upon contract award.
  • Support kickoff activities and maintain continuity with Program Managers and delivery teams.
