About The Position

Thurston County Central Services is recruiting for an effective, innovative, and collaborative leader as our Capital Projects Planning Manager. This position, under administrative direction, is responsible for directing, managing, and providing a strategic and coordinated approach to the planning and administration of the County’s capital facilities projects and programs, including short- and long-term replacement of buildings, long-term space planning, major renovations, expansion of county facilities, and land or property acquisitions.

Requirements

  • Bachelor’s degree in engineering, construction management, architecture, or another related field.
  • Eight (8) years of related project management experience, or related field experience, to include thorough knowledge of construction/contract administration; plans and specification development; construction inspection, interior space design/utilization, and commercial building code. Experience may substitute education with the following conditions:
  • Twelve (12) years of related project management experience or related field, as described above, AND certified as a Project Management Professional (PMP) or Certified Construction Manager (CCM).
  • Ten (10) years of related project management experience or related field, as described above, AND licensure as a Professional Engineer or Architect will qualify for consideration, while the successful candidate will be required to work toward and achieve certification as a PMP or CCM within two (2) years of hire.
  • Five (5) years supervisory experience.

  • Ability to use computers and related software to successfully perform essential job functions of the position.
  • Ability to communicate effectively both verbally and in writing.
  • Knowledge of applicable local, state, and federal laws, rules, regulations, related to all phases of commercial building construction, implementation, inspection, and management.
  • A current and valid Washington State Driver’s License.
  • Pass a criminal background check.

Responsibilities

  • Develops strategies and proposals to effectively address forecasted needs.
  • Responsible for monitoring all project team activities (assigning projects, costs, materials, schedules, budgets, change orders, etc.) for the purpose of ensuring County objectives are achieved, within approved budget and time frames, and in compliance with established policies and rules.
  • Manages a team of project managers in implementing an efficient and effective approach to project and program management which results in successful delivery of assigned projects and programs. To include all phases, such as planning, design, contracting, and construction.
  • Ensures program and project policies, standards, and processes are followed and that projects are completed within established timeframes, scope, and budget. Serves as a technical advisor to staff.
  • Utilizes project management strategies and software to support project phases, such as assessing bids, implementation of awards, monitoring and assessing project progress, and managing critical events.
  • Identifies and formulates policies necessary to implement goals and objectives and to ensure effective implementation and operation of capital projects. Establishes a system for periodic review of policies to determine when modifications are necessary to advance the goals of the County.
  • Performs cost control activities and monitors fiscal operations of capital projects.
  • Conducts performance evaluations and makes recommendations regarding personnel matters, such as hiring, promotions and disciplinary actions; works with higher-level management and Human Resources to address employee issues or disciplinary actions.
