About The Position

Provide leadership, direction, and supervision for the Capital Projects Group (Group), which includes but is not limited to Engineers, Project Managers, and other personnel, to oversee and execute all Engineering Planning Section's (Section) capital projects to ensure timely completion within allocated budget. Work involves managing, coordinating, and supervising all phases of the capital project from initiation to completion. Work also involves managing each project through various stages such as initial planning/programming; preliminary design; design; bidding; construction; and closeout. Project management includes creating project budgets and schedules; consultant selection, project reporting; and monitoring project budgets, schedules, progress.

Requirements

  • B.S. degree in Engineering, Construction Management, or Business required. Engineering degree must be from an ABET accredited program.
  • Current Project Management Professional (PMP) certification or the ability to be certified within one year of hire required. Employment subject for review if deadline(s) not met. Additionally, an AL Professional Engineering License or the ability to become licensed through reciprocity preferred.
  • A minimum of ten (10) years of progressive project management experience is required, public works project management experience is preferred.
  • Knowledge of design, construction standards, and codes for distribution and transmission systems, engineering, construction project management experience, and experience with system master planning.
  • Experience with integrated business, design, mapping systems required (Bentley, NISC, or e-Builder/Trimble Unity Construct preferred).
  • Supervisory experience or formal supervisory training required.
  • Vehicle, computer (MS Word, Excel, Outlook, SAP, AutoCAD, Bentley and Mapping/GIS software), two-way radio, telephone and calculator.
  • A team player with excellent interpersonal, speaking and writing skills.
  • Demonstrated ability to interact effectively and positively with others at all levels within the company and outside the company.
  • Good planning, budgeting, project management, and organizational skills.
  • Current Alabama driver's license.
  • Subject to On-Call Duty.

Responsibilities

  • Develop and monitor Section's capital projects to ensure that projects are on schedule and budget. Prepares reports regarding the status of all Section's projects.
  • Responsible for creating/updating the five-year capital plan for budget submission each year.
  • Lead the effort, along with Section's technical managers and other stakeholders, to develop project justification, purpose, schedule, and budget for each capital project.
  • Lead the effort, along with Section's technical managers, to develop and score Request for Qualifications (RFQs) to select qualified engineering consultants for projects. Negotiates and manages consultant scopes, schedules, and fees.
  • Plan, schedule, and coordinate project plans and specifications development. Coordinate technical review of consultant projects with Section's technical managers, consultants, and other stakeholders.
  • Work with Purchasing and Section's technical managers to prepare project bid documents, respond to bidders questions, open bids, evaluate bids, and recommendation to award.
  • Work with Section's technical manager during construction to ensure that technical reviews and inspections are being conducted. Review and processes consultant and contractor invoices.
  • Responsible for following up and coordinating project activities with multiple internal departments and external entities in order to facilitate project tasks to completion.
  • Manage eBuilder, or other project management, software needs and processes to ensure that programs are up to date and processes are up to date with company policies.
  • Ensure that the Group is adequately staffed with trained personnel and that necessary training, tools, materials, supplies and equipment are provided. Ensures that projects are appropriately distributed within the Group.
  • Exercise usual supervisory authority regarding personnel matters such as training, discipline, performance appraisal, work assignments, progressiona, promotions, employee relations and salary changes.
  • Coordinate the work of the Group with other affected parties; includes customers, developers, economic project inquiries, key account customers, and government entities as well as HU Operations and Purchasing departments.
  • Maintain positive relationships with City, County and State entities.
  • Ensure that projects are completed and closed in a timely manner after work is complete.
  • Maintain adequate and accurate records reflecting work completed by the Group.
  • Make recommendations to management regarding improvements to Group's efficiency and productivity.
  • Prepare and make, both oral and written, reports to management regarding Group operations.
  • Promote and enforce compliance with all safety practices and policies.
  • Perform other duties as assigned.
