About The Position

As the Capital Program Leader for the S Concourse Evolution Program in the Aviation Project Management Group, you will be responsible for managing all aspects of a large complex program that will include multiple integrated projects over a long period of time. You will effectively lead, manage, and facilitate a major capital program to renew the Airport’s S Concourse, with the work taking place in a 24/7 operating airport environment from approval to completion. You will ensure the coordination and proper sequencing of multiple projects of assigned program. You will direct and oversee the definition, planning, design, construction, and coordination of multiple capital projects that make up a major capital program. You will develop and manage highly complex project budgets, schedules, resources and reports to ensure projects are completed on time and within budget and ensure variances are identified timely, managed and communicated; operational impacts are minimized and communicated; and reporting obligations and expectations are met. You will oversee the development and coordination of required documentation and presentations of multiple, simultaneous projects making up the overall S Concourse Program to present to department management, Investment Committee and Commission at each stage of approval and subsequent status reports. You will develop, negotiate, and manage complex consultant contracts, budgets, schedules and phasing for design and construction. This includes coordinating and reconciling multiple project budgets for assigned programs. You will be responsible for the negotiations with local, federal, and state agencies; tenants and affected communities when the negotiations involve multiple projects or may impact the overall program. You will oversee and manage grant application process and subsequent grant maintenance and management. You will also be working directly with Federal Aviation Administration (FAA) Airport District Office staff to satisfy FAA Grant requirements over the life of the program from planning through close-out. You will provide information or respond to the public and other government entities on controversial, politically sensitive issues regarding assigned program. You will develop and maintain a program communications plan and feedback for all internal, external and airline stakeholders to ensure project development is consistent with their needs and minimizes impact on daily operations. You will perform appropriate risk analysis and develop contingency plans for unexpected problems that can have a significant impact on the overall program. You will oversee and manage complex funding and permitting issues related to the overall program, including developing permitting strategies. You will manage and develop project managers and ensure appropriate project assignments and level of management involvement that recognizes staff skills and project needs while developing employee capabilities.

Requirements

  • Experienced – You have eight (8) years of experience in construction project management and three (3) years of experience supervising staff and managing a project management function.

Nice To Haves

  • Desired – We hope you possess a bachelor’s degree in Construction Management architecture, Business, Engineering or Environmental Science or related field and one of the following certifications: Project Management Professional, Professional Engineer, Registered Architect and/or Certified Construction Manager.
  • We hope you have prior experience managing capital projects at an airport.
