The Opportunity: The Department of Finance and Operational Excellence within Facilities and Business Operations is seeking to hire a strategic and collaborative Capital Planning Manager to lead the development, coordination, and management of capital improvement plans that support the long-term growth and sustainability of our campus. This role plays a vital part in aligning capital investments with institutional priorities and ensuring effective project execution through thoughtful planning, clear communication, and data-informed decision-making. Requirements

  • Bachelor's or Master's degree and 4+ years of relevant experience or an equivalent combination of education and experience pursuant to Fla. Stat. 112.219(6).

Nice To Haves

  • Bachelor’s or Master’s degree in Engineering, Business, Finance/Accounting, Construction Management or a related field.
  • 5+ years of experience in capital or facilities planning, construction project management, or related roles in large organizations; experience in a corporate or construction environment is a plus.
  • Demonstrated ability to manage, advance, track, and report on multi-year capital improvement plans from inception through completion.
  • Strong analytical and reporting skills, with experience developing data-driven presentations and dashboards for senior leadership.
  • Familiarity with facilities assessments, deferred maintenance planning, capital funding models, and prioritization frameworks.
  • Demonstrated communication and interpersonal skills, with a customer-focused and collaborative approach.
  • Proficiency in Microsoft Office (Excel, PowerPoint, Word); experience with project planning tools and data visualization platforms such as Tableau or Power BI is preferred.

Responsibilities

  • Strategic Capital Planning: Lead the identification, evaluation, and prioritization of capital projects across multi-year planning horizons.
  • Develop and oversee comprehensive capital improvement plans, including facilities, infrastructure, and non-facilities initiatives, ensuring alignment with institutional goals and stakeholder expectations.
  • Program Oversight and Coordination: Manage and coordinate capital programs valued in the multi-million-dollar range.
  • Serve as the central liaison for cross-functional collaboration with partners such as Planning, Design & Construction, Facilities Condition Assessment, University Architect, Finance, and the Capital Project Planning Committee (CPPC).
  • Data-Driven Reporting and Communication: Develop and deliver impactful, data-informed presentations and reports for senior leadership, including AVPs and VPs.
  • Provide strategic insights and actionable recommendations to support high-level decision-making.
  • Tailor messaging for various audiences, including executive summaries, briefing materials, and stakeholder updates.
  • Stakeholder Engagement: Champion a customer-focused approach by maintaining open, transparent communication with internal and external stakeholders.
  • Lead meetings, respond to inquiries, and provide timely updates on capital planning activities.
  • Process Improvement and Innovation: Promote continuous improvement by integrating industry best practices into planning processes.
  • Leverage performance metrics and stakeholder feedback to optimize workflows and enhance operational effectiveness.
  • Capital Improvement Plan (CIP) Management: Oversee the development and administration of the University’s annual Capital Improvement Plan (CIP).
  • Partner with the CPPC to ensure the CIP reflects institutional priorities, funding realities, and long-term goals.
  • Regulatory and Policy Compliance: Ensure all capital planning activities comply with applicable regulations, standards, and University policies.
  • Conduct ongoing policy reviews and research to stay aligned with evolving requirements and best practices.
