About The Position

This position is responsible for leading and directing professional staff that manages large, complex, and/or technically challenging capital improvement construction projects.

Requirements

  • Knowledge of construction management techniques and building operations energy using technologies and project management systems.
  • Knowledge of engineering and/or architectural principles, practices, and methods.
  • Knowledge of laws, rules, regulations, and codes applicable to project assignment.
  • Knowledge of estimating techniques and engineering and architectural design principles, practices, and procedures.

  • Knowledge of contract policies and procedures.
  • Skill in adapting, interpreting, and applying guidelines and standards.
  • Skill in establishing and maintaining positive relationships with internal and external customers.
  • Skill in using available software packages.
  • Skill in evaluating contract agreements.
  • Skill in writing and interpreting legal descriptions of leases, real estate, easements, and similar properties.
  • Skill in negotiating with various audiences to accomplish objectives.
  • Skill in written and oral communications including public presentations.
  • Skill in completing projects within the required scheduling.
  • Ability to make prompt decisions and develop new and relative ideas for providing a quality product and quality customer service with little or no supervision.
  • Ability to perform all facets of projects such as the coordination of demolition, inspection, security, title clearance, soil testing, site location, property management, and preparation of files for Federal auditing with little or no supervision.
  • Ability to exercise sound judgment, tact, and diplomacy in all public contacts and dealings.
  • Ability to communicate in oral or written format to a variety of audiences.
  • Ability to direct the timely production of project proposals and agreements.
  • Graduation with a Bachelor's degree from an accredited college or university in engineering, architecture, or construction science, plus eight (8) years of experience in a field related to engineering, architecture, or construction management, four (4) of which were directly responsible for and in charge of managing architectural and engineering design or construction projects, including two (2) years of experience in a lead or supervisory capacity. OR Graduation with a Bachelor’s degree from an accredited college or university in any field, plus ten (10) years of experience in a field related to engineering, architecture, or construction management, six (6) of which were directly responsible for and in charge of managing architectural and engineering design or construction projects, including two (2) years of experience in a lead or supervisory capacity.
  • Must possess one of the following licenses or certifications or be able to obtain within six (6) months of hire date: Licensed Professional Engineer (PE) in the state of Texas Licensed Registered Architect (RA) in the state of Texas Project Management Professional (PMP) Certified Construction Manager (CCM)

Nice To Haves

  • Experience managing scope, schedule, and budget of multi-million-dollar transportation and watershed capital improvement projects, including roadway, bridge, drainage, flood risk reduction, and utility infrastructure projects for the City of Austin or other municipality.
  • Experience reading, interpreting, engineering design and construction documents, plans, specifications, and contracts, ensuring compliance with City standards, regulatory requirements, and funding constraints.
  • Experience or leadership in managing large, complex transportation and watershed capital projects, including roadway improvements, bridges, flood risk reduction, drainage, and water/wastewater infrastructure, often involving multiple agencies, utilities, and regulatory partners.
  • Experience preparing Requests for Council Action (RCAs), change orders, and contract amendments, including cost, schedule, and risk justifications for capital improvement projects.
  • Experience leading, supervising, and mentoring project management professionals, providing technical oversight, strategic direction, and accountability for project delivery across diverse capital portfolio.
  • Experience training and developing project management staff, including onboarding, coaching on City processes, contract administration, stakeholder coordination, and best practices for transportation and watershed project delivery.
  • Ability to travel to multiple project sites to provide on-site leadership, coordinate with contractors and stakeholders, and proactively resolve construction issues.

Responsibilities

  • Assigns projects, monitors workload, and provides guidance and leadership to achieve successful project delivery.
  • Monitors project schedules, milestones, and timelines and ensures projects adhere to established scope, schedule, and budget.
  • Ensures projects are managed in accordance with established processes, procedures, and standards.
  • Acts as liaison with customers and contractors to ensure customer satisfaction.
  • Coordinates and cooperates with other agencies, departments, divisions, and private utilities involved in or affected by projects.
  • Represents the City of Austin and Capital Delivery Services to councils, boards, and other regulatory agencies.
  • Establishes and ensures completion of quality assurance measures by developing, monitoring, and analyzing reports and providing revisions to policies and procedures.
  • Develops and monitors Operations & Maintenance (O&M) and/or Capital Improvement Program (CIP) budgets and responds to any deviations from the approved cost/timeline projections.
  • Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.
