About The Position

THE DEPARTMENT OF EMERGENCY & MILITARY AFFAIRS (DEMA), LED BY THE ADJUTANT GENERAL, PROVIDES EMERGENCY MANAGEMENT AND MILITARY CAPABILITIES TO THE CITIZENS OF ARIZONA AND THE NATION. THE EMERGENCY MANAGEMENT DIVISION CONSISTS OF THREE SECTIONS—OPERATIONS, PREPAREDNESS, AND FINANCIAL ADMINISTRATION. EACH SECTION WORKS COLLABORATIVELY ACROSS THE AGENCY AND WITH EXTERNAL PARTNERS TO MANAGE EMERGENCY RESPONSES AND REDUCE THE IMPACTS OF DISASTERS. ADDITIONALLY, DEMA IS THE HEADQUARTERS FOR THE ARIZONA NATIONAL GUARD, THE PRIMARY COMBAT RESERVE OF THE UNITED STATES MILITARY. THE ARIZONA ARMY AND AIR NATIONAL GUARD PROVIDE MILITARY FORCES AND EQUIPMENT TO ACCOMPLISH COMMUNITY, STATE, AND FEDERAL MISSIONS. The CADD Administrator / GIS Specialists serves as the primary subject matter expert on Computer-Aided Design (CAD) and Geographic Information Systems (GIS), providing high-level technical expertise and strategic insight into the application of design and geospatial technologies for the installation's assets and infrastructure. This position is responsible for developing, organizing, analyzing, and maintaining engineering drawings and geodatabases. The role directly supports the planning, infrastructure, engineering, and asset management sections within the 161st Civil Engineer Squadron in maintaining U.S. Air Force and Arizona Air National Guard facilities. The CAD/GIS subject matter expert will work independently with minimal supervisor, the CAD Administrator / GIS Specialist provides professional-level data, drawings, and maps to AZ ANG members and outside contractors. This position is on-site. Remote work is not available for this role.

Requirements

  • Knowledge of all types of building construction, materials and methods through the stages of construction.
  • Knowledge of CADD Technologies and software such as AutoCAD, ARCGISpro, geographic, and cartographic techniques used in the production of mapping and planning.
  • Knowledge of Aerial placement and ground survey, image radiometry and analytical aero triangulation.
  • Knowledge of Thorough understanding of agency CADD drafting standards and how data is collected and used on AZ ANG infrastructure.
  • Knowledge of Information Gathering, ability to find information and identify essential information.
  • Skilled in Convey GIS/spatial information to non-GIS/technical people through effective written, oral, and cartographic
  • Skilled in Analyze and interpret data to ensure accuracy
  • Skilled in Mathematical calculations and modeling, use of computer hardware (AutoCad) software.
  • Skilled in Working with various state and federal agencies on multi-projects.

  • Skilled in Linear Segmentations of Utilities into existing drawings such as gas, water, sanitary sewer, storm water, electric, communication lines, fences, curbs, pads, parking lots, road, airfield, exterior lighting and environmental.

  • Skilled in Vector layer imagery that provides foundational views.
  • Ability to read civil engineering design guidelines, construction specifications and details, As-built drawings and plans.
  • Ability to Requires the ability to perform routine surveying and engineering calculations, general math calculations such as addition, subtraction, multiplication and division.
  • Ability to Requires the ability to interpret policy and DOD directives. Work is governed by specific instructions, objectives and policies.

  • This position requires possession of and ability to retain a current, valid Arizona state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) In/out of State travel required.
  • Individual is required to pass a criminal background investigation.
  • Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 3 investigation for the purpose of obtaining/maintaining a Secret clearance eligibility and Common Access Card (CAC).
  • Associates degree in GIS, Engineering Technology, Urban Planning, or related field; bachelor's degree preferred.
  • Minimum of four (4) years of professional experience in GIS and CAD applications.

  • Desired qualifications include any combination of experience, education, and training that meets the knowledge, skills, and abilities as described. Preferred qualifications include GISP (Certified Geographic Information Systems Professional) designation and relevant ESRI Technical Certification. (e.g., Enterprise Geodatabase Management, ArcGIS Pro, ArcGIS online).

Responsibilities

  • Design, create, and maintain GIS datasets and maps using commonly adopted platforms such as ArcGIS and AutoCAD or similar. Performs complex spatial analysis, data conversion, and design to support AZ ANG Engineers on planning efforts, and decision-making.
  • Leads the development, deployment, and ongoing optimization of maps, GIS tools, AutoCAD to ensure optimal performance on projects. Provide timely GIS guidance to AZ ANG departments and respond to data/map requests from internal departments. Convert sketches, as-built drawings and historical maps into digital formats using CAD and GIS tools.
  • Works directly with AZ ANG Engineering department to successfully complete complex and multi-departmental GIS projects, from initial requirements gathering through final implementation and user adoption. Proactively identifies opportunities for GIS applications to improve facility operations and efficiency.
  • Maintain engineering, planning and facility drawing files, as-builts and GIS. Scanning coordination of archives.
  • Performs other duties as assigned.
