About The Position

The primary role of this position is to assist with the coordination and service provision of the Recovery-Oriented Supports and Engagement (ROSE) program. The ROSE program is a project of the Multnomah County Homeless Youth Continuum that establishes and maintains recovery-oriented services to improve engagement and treatment navigation and support for homeless youth (aged 16-24) considering or involved in substance use and/or mental health recovery. This position provides leadership for the development of peer-delivered services within Outside In and supports the integration of effective peer-delivered and other recovery engagement and support services within the Homeless Youth Continuum.

Requirements

  • Strong organizational skills, attention to detail, and focus on data collection.
  • Ability to work with a variety of clients with presentations of mental health, substance use, and co-occurring issues.
  • Good communication and conflict resolution skills.
  • Ability to work both independently and as a member of a team.
  • Ability to complete all required documentation and information input in a professional, thorough, and timely manner.
  • Ability to always maintain professional boundaries.
  • Ability to navigate technologies used in this position, including Credible Behavioral Health Electronic Health Record, MS Office Applications, and Windows Server.
  • CADC II or higher (chemical dependency)
  • Three years’ experience in substance use disorders and/or co-occurring counseling.
  • 2 years in a leadership role providing clinical supervision.
  • Valid driver’s license with the ability to be insured to drive participants in an agency vehicle or car share vehicle

Responsibilities

  • Provide overall leadership, direction, and strategic oversight of the R.O.S.E. program.
  • Oversee day-to-day operations, service delivery, and program quality.
  • Lead ROSE Peer Mentor hiring, orienting, and training processes.
  • Supervise, coach, develop, and evaluate program staff (e.g., case managers, peer support specialists, CADC).
  • Provide clinical supervision for CADC Licensure.
  • Provide regular reflective supervision and performance feedback.
  • Support staff professional development, training, and skill-building in recovery-oriented care and substance use engagement.
  • Foster a supportive, inclusive, and accountable team culture.
  • Use data and participant feedback to evaluate program effectiveness.
  • Lead quality improvement initiatives.
  • Identify service gaps and develop strategies to improve outcomes.
  • Serve as a liaison with Multnomah County, BH providers, housing partners, and community stakeholders.
  • Participate in the Homeless Youth Continuum and related collaborative meetings.
  • Strengthen cross-system partnerships to improve access to housing, treatment, and supportive services.
  • Develop and manage program budget in collaboration with agency leadership.
  • Monitor expenditures and ensure fiscal responsibility.
  • Identify funding opportunities and contribute to grant writing or renewal processes.
  • Ensure compliance with county, state, and federal funding requirements.
  • Oversee accurate documentation in HMIS and other required data systems.
  • Develop and implement policies, procedures, and workflow systems.
  • Monitor program outcomes, performance metrics, and reporting deadlines.
  • Prepare reports for funders and county stakeholders.
  • All other duties as assigned.
