About The Position

This position is responsible for participating in the purchase of goods and services for Webb County.

Requirements

  • Knowledge of county and departmental policies and procedures.
  • Knowledge of the principles, practices, and techniques of government procurement.
  • Knowledge of relevant local, state, and federal laws.
  • Knowledge of computers and job-related software programs.
  • Skill in the analysis of problems and the development and implementation of solutions.
  • Skill in the preparation of clear and precise financial and statistical reports.
  • Skill in oral and written communication.
  • Ability to communicate orally and in writing in the English language and orally in the Spanish language.
  • Must have a high school diploma or GED from an accredited institution.
  • Must have at least one (1) year of related experience.
  • Must possess a valid and current Texas driver's license.
  • If the applicant holds an out-of-state license, a State of Texas Driver's License must be obtained prior to employment.
  • The Webb County Drug and Alcohol Policy applies to this position. Pre-employment drug and alcohol testing, a Motor Vehicle Record (MVR) check, and a criminal background check are required.
  • This position is covered by Civil Service; therefore, is subject to the Civil Service Rules and Regulations in addition to all other Webb County policies.

Responsibilities

  • Issue and evaluate RFPs, RFQs, and ITBs in accordance with state guidelines.
  • Develops specifications.
  • Creates documents for solicitations.
  • Negotiates and implements annual contracts with suppliers.
  • Assists with special projects by obtaining and compiling information.
  • Resolves vendor problems and concerns.
  • Creates and maintains online and hard copies of the annual contract book.
  • Prepares agenda and packages for Commissioners Court and Purchasing Board meetings.
  • Prepares renewals for the rebidding processes.
  • Coordinates advertisements with local newspapers.
  • Provides procurement system training for the county department.
  • Maintains audit documentation.
  • Maintains records of annual contracts.
  • Performs any other duties as assigned.
