About The Position

With continual growth comes opportunity and Sargent has an immediate opening for a Buyer I. Position Summary The Buyer I plays a critical role on the Sargent team by owning a substantial portion of the subcontracting process with the oversight and guidance of more experienced buyers. The Buyer I will respond to purchase requisitions by defining and justifying a fair and reasonable subcontract award. The Buyer I works collaboratively with the Strategic Sourcing Team to solicit bids and proposals from new or existing sources of supply as defined by the Strategic Sourcing Team. The Buyer I will evaluate award terms and subcontracts pre award, as well as post award monitor the terms of the subcontract which includes progress, plans, invoices, payments, and performance. The Buyer I will also address any change orders, modifications, or disputes.

Requirements

  • Bachelor’s Degree OR Associate degree and 2 years of equivalent experience. In lieu of a degree, High School Diploma and 4 years of equivalent experience.
  • Proficient in MS Office products (Word, Excel, PowerPoint, Outlook).
  • Experience working with internal / external suppliers or customers.

Nice To Haves

  • 1-3 years working with DoD subcontracts in the Aerospace and Defense industry.
  • Experience in a manufacturing environment and a connection to Supply Chain, Logistics, or Production Control.
  • Working knowledge of the FAR and DFAR.
  • Prior experience with ERP systems (i.e., Syteline, CSI, SAP, Oracle, Baan).
  • APICS (American Production and Inventory Control) Certification – CPIM (Certified in Production and Inventory Management).
  • ISM (Institute of Supply Management) Certification – C.P.M. (Certified Purchasing Manager).

Responsibilities

  • Identifies potential sources for required materials or services and develops and issues Requests for Proposals (RFPs).
  • Receives, reviews, and negotiates, subcontractor proposals.
  • Manages the source selection process by leading the proposal evaluation team in fact finding, technical evaluations, and cost/price analysis.
  • Negotiates subcontract terms and conditions including estimated cost/price, delivery, quality and performance requirements.
  • Conducts independent cost/price analysis as needed; documents the entire process.
  • Develops the subcontract document; reviews it for compliance with Government, Corporate and Company requirements; and obtains management approval prior to issuance to the subcontracts.
  • Coordinates and participates in subcontractor surveys and program reviews.
  • Reviews and monitors payments, commitments and funding status.
  • Provides subcontract status as required.
  • Develops and issues teaming agreements, non-disclosure agreements, and memoranda of understanding.
  • Provides subcontract advice and counsel to program managers, engineering personnel and other related functions such as finance, quality and contract administration.
  • Enters administrative and financial data on subcontracts into various subcontract databases.
  • Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and production and global sustainment for multiple contract types.
  • Writes subcontract packages for review, prepares awards and administers resulting subcontracts.
  • Negotiates additions, deletions, or modifications to subcontracts.
